Performance Targets for Devolved Functions

As NGAs scale down implementation of PPAs on the devolved
functions and services, the LGUs shall prepare to scale up and be able
to demonstrate measurable results in the delivery of the devolved
responsibilities.

This section of the DTP:


•Defines the LGU their performance targets for all devolved responsibilities starting in FY
2022 onwards
•Outlines the LGU strategy to achieve these targets
•Describes how the LGU it intends to utilize these targets to steer LGU operations, improve
bureaucratic performance, and demonstrate measurable results.

COMMUNICATIONS PLAN AND
STRATEGY
According to Section 10 (paragraph 3) of EO 138 and Section 36 of the
EO 138 IRR:

All NGAs concerns and all LGUs shall formulate and develop their
respective communications plans which are aligned and
complementary to the national communications strategy.
CORE MESSAGE 1
The Supreme Court (SC) ruling on the Mandanas-Garcia petitions is another milestone in the
continuing journey towards genuine local autonomy and empowerment. The ruling clarifies the
basis for the computation of LGU shares and, therefore, strengthens fiscal decentralization.

The implementation of the SC ruling will pave the way to systematic alignment, harmonization, and
complementation of NG and LG priorities that will result to meaningful autonomy for LGUs.
