Some Highlights …
RAMAIAH
 National Knowledge Commission in 2009 had
recommended that higher education system needs to
have around 1500 universities nationwide , to attain
a GER of at least 15% in 2015
 Kaw Committee in its report (2015) “Technical
Education in India “A FUTURISTIC SCENARIO” has
recommended graded autonomy to affiliated
institutions to become , degree granted institutions, as
today there are only four countries of the world where
colleges are affiliated to universities. These are India,
Pakistan, Bangladesh and Srilanka, all remnants of the
British Empire

RAMAIAH
 NEP-2020 envisaged, that the present affiliation system
needs to be phased out as It is observed, that over
regulation and control by public universities practically
prevents an innovative academic environment and
internationalization across affiliated colleges.
 NEP also has recommended appropriate action need to
be taken to increase the GER to 50% by 2030.
 Aligned to the recommendations of the NEP-2020,
there has been a realization that the aspirations of the
Colleges to pursue innovation and excellence by
becoming a University in its own right, in order to attain
a prominent position globally through academic
autonomy and operational freedom. 3

• Credit system and Credit Transfer is not possible

Affiliation • No Freedom to create separate wings to enrich the

curriculum and it is neither accepted nor validated by

• Least priority to research and its activities

 RECENT INITIATIVES OF UGC ON NEP 2019
RAMAIAH
a. Internationalization of Higher education - Credit Recognition under twinning arrangement
 The collaborating Indian HEI may enter into Agreement /MoUs with Foreign HEI for recognition
of credits under twinning arrangements. (Meaning : “Credit” conferred by a Foreign HEI to be
recognised, quantified and included towards the credit requirements for a programme delivered by
an Indian HEI under a mutual twinning arrangement )
b. Guidelines for multiple Entry and Exit in academic programme of HEI
 Master’s programmes, the HEI will have the flexibility to offer different designs :
 A two-year programme with the second year devoted entirely to research for those who have
completed the three-year Bachelor’s programme
 A one-year Master’s programme for students who are completing a four-year Bachelor’s
programme with Research
 An integrated five-year Bachelor’s/Master’s programme with an option to exit at the end of
the third year with a Bachelor’s degree, with an entry to a Master’s programme in another HEI.
c. Gazette notification issued for ABC (Academic Bank of Credits)
 Academic Bank of Credits, shall be a national-level facility to promote flexibility of curriculum
framework across HEI in the country with appropriate credit transfer mechanism created through

these regulations
For an example ,

• RIT is an Autonomous Institution (VTU) and Number of students clear the

MOOC courses , However, the credits earned by these courses are not been
considered towards the completion of Degree and are not reflected in their
Transcripts
• RCASC is an Affiliated College of Bangalore City University . I understand that
hundreds of students are clearing the MOOC Courses but not accepted
towards completion of any degree.

While as UGC Guidelines indicates - On successful completion of each course, the Host
Institution offering the MOOCs course would issue the certificate, along with the number
of credits and grades, through which the student can get credits transferred into his marks
certificate issued by his/her parent institution.

Thus, For all the above mentioned initiatives of UGC/

Statutory Bodies requires the approval of affiliating
University which has always been a Challenge

Proposed Objectives of the Health Science University are:

1. Develop practice-learner centric approach and competency-based education in health
sciences.
2. Building an ecosystem for applied and multidisciplinary research and teaching in
health sciences by establishing modern and innovative Research and Development
Centres, for the benefit of the society and the multi-sector development of the region.
3. To apply pedagogical & leadership skills in ever-changing healthcare environments.
4. Preparing students for applying their knowledge towards an inclusive society.
5. To collaborate and establish tie-ups with reputed health science universities and
research institutions worldwide for joint academic, research and extension activity in
the health care for the mutual benefit and interest.
6. Develop and use ICT tools for improving teaching, learning and evaluation.
7. To assist students with a variety of career goals and help our students meet the
demands of complex and dynamic healthcare sector.
8. To critically review ancient and modern health science literature & apply the
principles of scientific inquiry to investigate current issues & trends in healthcare.
9. To impart soft and life skills to foster effective balance of social, cultural, legal, and
