Stage 1
Data Collection from the Ancestral Domain (AD)
The NCIP Field Offices, with the assistance of the
community, shall collect the names, contact numbers, and e- mail addresses of Community focal persons, Indigenous Political Structure (IPS) leaders, Council of Elders (COE), IP Leaders, Indigenous Peoples Mandatory Representatives (IPMRs), IP Youth leaders, IP Women leaders, and Indigenous Peoples Organization (IPO) leaders to come up with a Community Profile Database. Stage 2
Preparation of the Expression and Narrative of the Community
through PPT Presentation
With the assistance of the NCIP Field Offices and a graphic artist, the community shall prepare their AD Profile PPT Presentation based on the 11 Building Blocks (BBs) and other plans. The NCIP shall help provide additional data and discuss the 11 BBs with the concerned community. MEMORANDUM ORDER NO. 526
Stage 3
NCIP Intervention Guide to the Community
At this stage, the community, based on their 11 BBs Status,
shall do the initial documentation without monetary requirements. At the same time, NCIP shall assist the community for them to fully internalize the 11 BBs identifying and committing to the communities where both can initially proceed on certain areas in their presentation. Stage 4
Discussion and Leveling Off with IP Communities
NCIP shall start discussions with the IPS/COE/Clan Leaders on the Strategic Workflow Framework (SWF) which include Programs, Activities, and Projects (PAPs) determination and budgeting as an Ancestral Domain/Ancestral Land (AD/AL) SWF for the next 3 years. MEMORANDUM ORDER NO. 526
Stage 5
Consolidation of all AD/AL SWF for Submission to
Stakeholders
NCIP shall consolidate and submit the output of the
communities to the Local Government Units (LGUs), National Economic Development Authority (NEDA), and other National Government Agencies (NGAs). This will serve as the guide of the Central Office on the implementation of the Ancestral Domains Sustainable Development and Protection Plan (ADSDPP) of the community which covers both development and protection of their 36 Specific Rights under the Four Bundle of Rights. Stage 6
Implementation and Monitoring of PAPs in the Indigenous
Cultural Communities/Indigenous Peoples (ICCs)/IPs AD/AL
Once funded, the Regional and the Field Offices, in coordination with the ICCs/IPs, shall implement and monitor the PAPs in the Ancestral Domains/ Lands. Periodic reports shall be submitted by the communities to NCIP field offices on a monthly basis or as required. MEMORANDUM ORDER NO. 526
