Section 5 Agency Guidelines

LETTER OF INSTRUCTION
An order by the former president Ferdinand Marcos complimenting the section 4 of the Presidential Decree No. 1151.
Different agencies are charged with environmental protection and tasked to submit to the National Environmental
Protection Council (NEPC), their respective guidelines, rules and regulations to carry out the provisions of Sec. 4 hereof on
environmental impact assessments and statements.

• The Department of Natural Resources governing and supervising the exploration, development,
utilization, and conservation of the country's natural resources
• The Department of Agriculture responsible for the promotion of agricultural and fisheries
development and growth
• The Department of Health responsible for ensuring access to basic public health
services by all Filipinos through the provision of quality health care and the
regulation of all health services and products
• The Department of Local Government and Responsible for promoting peace and order, ensuring Community
Development public safety and strengthening local government capability
aimed towards the effective delivery of basic services to the citizenry
• The Department of Public Highways Vested with the Mandate to “be the State's engineering
and construction arm”
• The Department of Public Works, Transportation responsible for the maintenance and expansion of viable, and
Communications efficient, and dependable transportation systems as
effective instruments for national recovery and economic progress.
• The Department of Education and Culture It is the main agency tasked to manage and govern the
Philippine system of basic education.
• The National Economic and Development Authority Responsible for economic development and planning.
• The Energy Development Board responsible for preparing, integrating, manipulating,
organizing, coordinating, supervising and controlling all plans, programs,
projects and activities of the Government relative to energy exploration, development,
utilization, distribution and conservation.
• The National Pollution Control Commission sole primary Agency responsible for the prevention,
control and abatement of air, land, water & noise pollution.
• The Philippine Atomic Energy Commission a government agency under the Department of Science
and Technology mandated to undertake research and
development activities in the peaceful uses of nuclear energy, institute regulations on
the said
• The Human Settlements Commission formulate national objectives for housing and urban
development ​and ​to design broad strategies for the accomplishment
of these objectives
• The Laguna Lake Development Authority one of the attached agencies of the Philippines’
Department of Environment and Natural Resources responsible in
the preservation, development and sustainability of the Laguna de Bay and its 21
major tributary rivers
• The Philippine Council for Agricultural and It is the body responsible nationally for programming and
Resources Research allocating government and external funds for R&D, and
monitors and evaluates these programs for effectiveness.
• The National Housing Authority It is organized as a government-owned and controlled
corporation under the Housing and Urban Development Coordinating
Council as an attached agency
• The National Irrigation Administration primarily responsible for irrigation development in the
Philippines
• The U.P. Natural Science Research Center established as the national center of excellence in the
basic sciences through Presidential Executive Order No. 889 from
the then Natural Sciences Research Center of UP Diliman
• The Philippine Coast Guard an armed and uniformed service tasked primarily with
enforcing laws within Philippine waters, conducting maritime security
operations, safeguarding life and property at sea, and protecting marine environment
and resources; similar to coast guards around the world
• The PAGASA mandated to provide protection against natural calamities
and to insure the safety, well-being and economic security of all the people, and for
the promotion of national progress by undertaking scientific and technological
services in meteorology, hydrology, climatology, astronomy
and other geophysical sciences.
Pursuant to the desire to prevent the deterioration of environmental quality which induces stress on biological systems and
destructions of natural ecosystems with accompanying impoverishment of flora and fauna, and considering that the most
serious environmental problem in the country today is the destruction of our natural resources resulting in ecological
backlashes, the following orders are issued:
• The Department of Natural Resources is hereby directed to initiate the creation of an Inter-Agency Committee which shall
be charged with the formulation, implementation and monitoring of policies and programs relevant to environmental
protection.
• Agencies concerned with environmental protection shall report to the Inter-Agency Committee, within fifteen (15) days
from the date of the creation of the Inter-Agency Committee, what they have done and are doing to implement the laws,
rules and regulations on environmental protection.
• The Committee shall prepare and submit within one (1) month from its organization the following:
• An assessment of the accomplishments and present activities of each concerned agency along the line of
environmental protection;
• Capsule proposals of such agencies for further programs on environmental protection;
• Suggestions regarding amendments to existing laws or regulations relevant to the protection of the environment; and
• Monitor to agencies concerned existing laws or regulations on environmental protection.
• Agencies concerned shall each immediately prepare and submit to the Committee its own short-range program
relevant to environmental protection and identify the portions thereof which may be immediately implemented.
They shall also study, prepare and submit to the Committee their respective long-range programs on environmental
protection.
• All other agencies which are directly or indirectly involved in environmental protection are hereby directed to extend
assistance to the Committee herein created.
• Agencies concerned shall each immediately prepare and submit to the Committee its own short-range program relevant
to environmental protection and identify the portions thereof which may be immediately implemented. They shall also
study, prepare and submit to the Committee their respective long-range programs on environmental protection.
• All other agencies which are directly or indirectly involved in environmental protection are hereby directed to extend
assistance to the Committee herein created.
