It is characterized by excessive
drug craving, seeking, and use.
Dependency

This is physical and psychological


dependence, or both, on a dangerous
drug, or drugs, the state of
experienced by a person following the
use of that substance on a periodic or
continuous basis.
What are the provisions of RA 9165?
 It is the policy of the State to safeguard
the integrity of its territory and the
well-being of its citizenry particularly
the youth, from the harmful effects of
dangerous drugs on their physical and
mental well-being.
What is the penalty of RA 9165?
RA No. 9165, the maximum penalty is life
imprisonment and a fine of P500,000 to P10
million. It is imposed on serious offenses, including
possession, importation, manufacture, and
distribution. The lightest penalty is a prison term
of one year and one day to six years, plus a fine of
P10,000 to P50,000.
Is RA 9165 bailable violation?
Sec 5 of RA 9165 carries a penalty of life
imprisonment to death. ... All persons, except
those charged with offenses punishable by
reclusion perpetua when evidence of guilt is
strong, shall, before conviction, be bailable by
sufficient sureties, or be released on
recognizance as may be provided by law.

What is the OPE = Operation Private Eye?

The PDEA Operation Private Eye


(OPE), is a reward and incentive
scheme of PDEA designed to
encourage private citizens to report

The following should be submitted with tabbing to OPE Reward
Committee c/o IIS, PDEA
1.Endorsement/Certification from Head of Office that the successful operation resulted from
the timely information received from the informant.
2.Certification from Handler/Team Leader that informant is not a member of the OP unit or any
law enforcement agency.
3.Copy of Inventory Sheet of Item Seized.
4.Final Laboratory Test Result (for dangerous drugs and CPECS)
5.Purity Test Result (for shabu, cocaine, heroin, MDMA and ephedrine)

What is the purpose of BADAC’s
creation?
DILG Memorandum Circular 2015-63 and
2017-03 mandates all barangays in every
local government to establish its Barangay
Anti-Drug Abuse Council (BADAC) which
shall render assistance to the law
enforcement agencies in the eradication
and clearing operations of illegal drugs.
What is barangay drug clearing operations?

The Barangay Drug Clearing Program (BDCP)


encompasses a holistic and whole-of-nation
approach in addressing the drug problem by
enlisting the participation of local government
units (LGUs), government agencies, and
various stakeholders of the national anti-drug
campaign.

There are three classifications in


determining barangay drug-
affectation: slightly affected,
moderately affected, and seriously

BADAC Composition
Duties and
Responsibilities
Section 1. Composition of the BADAC – The Barangay Anti-
Drug Abuse Council (BADAC) shall be composed of the
following:
 1. Punong Barangay Chairperson
 2. Barangay Kagawad, Chair of Committee on Peace and
Order Vice-Chairperson
 3. Barangay Kagawad, Chair of Committee on Women
and Family Member
 4. Barangay SK Chair Member
5. Public School Principal / Representative
Member
6. Barangay Chief Tanod Member
7. NGO/CSO Representative Member
8. Faith-based Organization Representative
Member
9. City/Municipal Chief of Police /
Representative Advise
Section 2. Powers and Functions of the BADAC – The BADAC
shall have the authority and responsibility to perform the
following
 1.
Plan, strategize, implement and evaluate programs on
drug abuse prevention in the barangay;
 2.Organize the BADAC Auxiliary Team and orient them of
their roles and functions in formulating a plan of action
to address the drug problem;
 3.Equip Barangay Tanods and BADAC Auxiliary Team on
their roles and functions in the campaign against street
level illegal drug trade thru seminars or trainings
4. Coordinate and collaborate with other
institutions implementing programs and projects
on drug abuse prevention at the barangay level;
 5.Conduct information, education and
communication campaign activities on illegal
drug demand reduction;
6. Conduct regular and consultative meetings at
least once a month and call for special meetings
with organizations in the barangay
 7. Strengthen the family in the barangay by promoting family
affairs and conduct values formation on parental care and
guidance in coordination with other peoples’ organization and
concerned agencies;
 8. Determine and maintain a record of the names and other
personal information of actual residents of the barangay,
likewise, gather and update all drug related incidents and its
effects on the peace and order situation in the barangay including
listings of suspected drug users/dependents and pushers;
 9. Identify drug affected house clusters, work places, streets,
puroks and sitios where there are violations of RA 9165 and
immediately report the same to PNP or PDEA
 10.Conduct an inventory of drug personalities who were
identified to be involved in illegal drug activities and
identify who were brought to both government and/or
private facility/center and community-based
rehabilitation centers;
 11.Refer suspected drug users and dependents who
voluntarily surrendered to the barangay duty officer to
CADAC/MADAC for proper assessment
 12. Conduct periodic monitoring of those undertaking
facility/center and community-based rehabilitation
program
13. Empower and encourage the community
in reporting drug-related cases through an
award/commendation system;
14. Extend assistance to law enforcement
agencies during the conduct of drug clearing
operations at the barangay level;
15. Enact local ordinances, policies and other
legislative measures to support the barangay
drug clearing program;
16. Set quarterly targets to reduce level of
drug affectation and ultimately, to achieve
and maintain drug-cleared status;
 17. Submit monthly report to the
CADAC/MADAC copy furnished DILG
city/municipal field office on the progress of
the barangay drug clearing program;
18. Monitor the progress and disposition of
drug-related cases filed with courts
19. Ensure the safety of the
community and extend such other
necessary assistance to the operating
units during the conduct of anti-drug
operations; and
 20. Perform other related functions

AUXILIARY TEAM
What is Badac Auxiliary Team?
Organization of BADAC Auxiliary Team (BAT)
– Each BADAC in all local government units
shall create a BADAC Auxiliary Team (BAT)
which shall be composed of twenty-five
(25) members in every two thousand
(2,000) population of the barangay
representing streets, puroks, subdivisions
or sitios.
Section 3. Composition of the BADAC Auxiliary Team
– The following shall be designated as members of
the BADAC Auxiliary Team:
1. Team Coordinator
2. Assistant Coordinator
3. Members = 25 per 2000 population
Section 4. Functions of BADAC Auxiliary Team –
members of the BADAC Auxiliary Team shall perform
the following duties and responsibilities:
1. Identify and report to the BADAC suspected
drug dependents, pushers, illegal drug
laboratories, and other illegal drug-related
activities in their areas;
 2. Assist in the conduct of information,
education and communication campaign activities
3. Help facilitate in the preparation and
distribution information, education and
communication materials in collaboration
with schools, neighborhood associations,
etc.; and
4. Initiate the conduct of neighborhood
activities to prevent drug abuse in their area
of operation especially among children and
youth.
SCHOOL BULLYING AND DRUG ADDICTION

Both bullying and addiction are serious problems


with a complex relationship, with each
influencing the development and severity of the
other. In particular, bullying is often both the
cause and result of physical, mental, and
emotional trauma that can lead to substance
abuse and addiction.
What do you do when you see a drug deal?

NOTE: If you witness an event that may lead


to immediate threat to human health or
safety, you should report it to your local
police or law enforcement authority.

General Signs of Drug Addiction
Ifa person is abusing any drug, there are some of
the general signs to look for. These include:
Difficulties at school,
disinterest in school-related activities,
declining grades
Poor work performance, being chronically late to
work, appearing tired and disinterested in work
duties, and receiving poor performance reviews
• Changes in physical appearance, such as
 wearing inappropriate or dirty clothing
 lack of interest in grooming
 Altered behavior, such as an increased
desire for privacy
 Drastic changes in relationships
 A noticeable lack of energy when
performing daily activities
• Spending more money than usual
or requesting to borrow money
• Issues with financial management,
such as not paying bills on time
• Changes in appetite, such as a
decreased appetite and
associated weight loss
• Bloodshot eyes,
• poor skin tone,
• and appearing tired or run
down
• Defensiveness when asked
about substance use
Physical Signs
 If someone misuses drugs or alcohol, they may exhibit numerous
physical signs of drug abuse. Some of these signs may be readily
apparent, while others are easily hidden or occur as gradual
changes.
 Some physical signs of addiction are:
• Frequent runny nose (common with cocaine addiction)
• Tremors or seizures
• Loss of physical coordination
• Extreme lethargy (TIREDNESS)
• Chemical odor on breath or
clothes
• Pinpoint pupils (common
with opioid and heroin
addiction)
• Bloodshot or watery eyes
• Changes in weight
• Changes in appetite and eating
habits
• Clenching of the jaw
• Irregular sleeping patterns or
difficulty falling asleep
• Marks on skin
• Poor personal hygiene
Behavioral Signs

A person who misuses drugs or alcohol may act like


a different person, too. There are just as many
behavioral signs of drug addiction and some of the
most significant include:
• Changes in activities or hobbies
• Shifts in social circles
• Decreased participation in family activities
• Poor performance in work or school
• Repeated lying, dishonesty or deceit
• Legal issues
• Secretive behavior
• Self-isolation
• Neglecting responsibilities
• Financial issues
Psychological Signs

When someone misuses drugs or alcohol,


they may look and act in uncharacteristic
ways.
They may also think and feel differently
than they normally do.
Psychological signs of drug abuse can include
changes in a person’s thought patterns,
attitudes, beliefs and priorities
Some psychological signs of drug and alcohol addiction can
include:

• Changes in personality traits


• Mental illness like depression or anxiety
• Paranoid, fearful or obsessive thoughts
• Negative self-image
• Dismal outlook on or attitude toward life
• Withdrawing emotionally from loved ones
• Lack of motivation (INSPIRATION)
• Feelings of apathy or disinterest (LAZINESS)
How to Spot Drug Use in Adolescents

• More drastic changes in mood or behaviors tired, depressed, or


hostile.
• Associating with a different group of peers, as changes in peer
groups may be linked with substance use.
• Miss classes, skip school, or change their eating or sleeping
habits.
• Listen for their kids using slang terms for certain drugs abuse.
• If drug use is suspected, prompt intervention is vital.
• Get help from guidance counselors, primary care physicians,
and drug abuse treatment providers.
Some addiction risk factors include:

 Family history of addiction


 Mental illness
 Traumatic life events
 Past abuse or domestic violence
 Lack of a social support system, like family or friends
 Little understanding of health maintenance
 Poverty
 Homelessness

Section 5. Organization of Barangay
House Clusters – The organization of
Barangay House Cluster shall be based
on the number of streets in the
Barangay and the following shall be
designated as cluster leaders
Section 6. Functions of Barangay Cluster Leaders –
Designated cluster leaders shall perform the
following duties and responsibilities:
1. Attend BADAC regular meetings, upon
instruction of the Punong Barangay;
2. Prepare and maintain list of individuals or
residents in every household within the assigned
cluster;
3. Immediately inform or report to
the BADAC any illegal drug-related
activities or cases occurring within
the assigned cluster; and
4. Perform other duties as may be
assigned by the Punong Barangay.

DILG Memorandum Circular No. 2017—151
 Section
of DDB Regulation No. 2, Series of 2016 entitled:
"OPLAN SAGIP Guidelines on Voluntary Surrender of Drug
Users and Dependents, and Monitoring Mechanism of
Barangay Anti-Drug Abuse Campaign" mandates that:
 The whole process of voluntary surrender to the
authorities shall be properly documented by the Duty
Officer (DO) of the Office where the individual
surrendered; and
Each Local Government Unit
consequently should provide the
names and offices of Duty Officers
which shall be forwarded to the DDB
and DILG for record purposes.
