Implies the use of participation to achieve some
predetermined goal or objectives. A way of harnessing the
existing physical, economic and social resources of rural
people in order to achieve the objectives of development
programs and projects.

Participation as an
end
A process which unfolds overt time and whose
purpose is to develop and strengthen
capabilities of rural people to intervenes more
directly in development initiatives. May not
have pre- determined measurable objectives or
even direction. As an end in itself, participation
should be a permanent feature of any rural
development project, an intrinsic part which
grows and strengthen as the project develops.
