WHAT IS CONFLICT?
• Conflict is the natural disagreement resulting from individuals, groups and organizations.

• A labor conflict is a disagreement between an employer and

employees regarding the terms of employment.

• Conflict can be defined as fight, struggle, clash, or disagreement

Between at least two individuals or groups.

• A conflict means disequilibrium in the industrial relation system.
• Conflicts are usually caused by environmental changes, economic,

Legal-political or socio-cultural .
• Conflict is serious disagreement and argument about something important

For the organization /industry, sometimes conflict is positive, and sometimes it can bear negative impact.
What is Labor Rights?
• Labor rights or workers' rights are both legal rights and human rights relating to labor
relations between workers and employers. These rights are codified in national and international labor and employment
law. In general, these rights influence working conditions in relations of employment .
• After the independence in 1971, the Bangladesh government retained the previous laws through the Bangladesh Laws
Order (President's Order No. 48).
• In 2006, the country adopted the revised Bangladesh Labor Law of 2006
• or BLL.
• The Bangladesh Government has made amendments to the 2006 Labor Act

to make it more in line with International Labor Standards.

• Bangladesh Labor Act, 2006 made things clear for labor’s welfare.

But in reality, not everything is followed. Even sometimes fixed wages are
not given to those labor.
• Labors in Bangladesh deprived many of their rights.

Conflicting Issue Related
to Labor Rights In BD
• In the sense of labor rights, conflict in Bangladesh isn’t new.
• Major Conflicting Issue Related to Labor Rights in Bangladesh is the industries workers don’t get
proper wages and salaries, and sometimes they don’t get salaries for several months. So it can be said
that big conflicting issue related to labor rights in Bangladesh is Low wages.
• Salary- A fixed pay that an individual draws for the work done by him on an annual basis.
• Wages- A variable pay that an individual draws on the basis of hours spent.
Reasons of that Conflicting issue (Low wages)
• The low level of wages and salaries among labors in industry is the result of a range of causes. These are-

• Large Labor Supply

• Undervaluation of labor and its contribution

in industry
• Low barging power of labor
• Supply of unskilled labor
• Lack of union barging power
• Needs of workers are not taken into consideration

• Lack of representation in the sector

• Uneducated employees
• Growth of monopsony power of employers
Continued……

• supply of labor is more than the demand

• poor participation in decision making
• Labor act can not be implemented according to
the needs of the workers.
• absence of willingness of the management
• Lack of legal coverage and level of compliance
HOW TO MITIGATE THAT CONFLICT

I would like to provide some recommendations, which might be helpful to upgrade the conflicting issue in
industry Sector is given below:

• Ensuring that workers are paid the new legal minimum wage
• Ensuring that supplements and bonuses are not lost as
• a consequence of the new minimum wage implementation
• Ensuring that workers are not downgraded or prevented from
achieving appropriate pay grades
• Ensuring that proper wage documentation is provided to workers
• Reducing excessive overtime
• Ensuring proper Medical Facility for workers in Garments Industry.
• Ensuring to upgrade the education and Skill facility for workers in Garments Industry.
• Overall the existing Human Resource Development status activities need to be improved.
CONCLUSION

We know that labor is a most important part of an industry. So, we cannot think an industry without labor.
Labor right is most essential in Bangladesh. But the labors are in ignorance about their right. They don’t know
properly about labor laws and education. It is a great problem. Labor is the fundamental and active factor of
production Labor has important contribution to the production of commodities.

So, Bangladesh government should take proper steps and make law for providing better and smart wages and
salaries to the workers. Not only government but also industry owners or management have to be willingness
to provide better salaries to the workers or labors.
