MOBILITY
The ability to move or be moved freely and easily from one
place to another. Mobility Policy is the collective laws and
approaches in order to make adequate decisions and
implement them for the betterment of mobility of wider
number of people.
PLAN FOR NON-CONVENTIONAL MOTORISED VEHICLE

Non-conventional mode of transportation is defined as any motorised vehicle, gas or electric


powered, that is used to transport people, equipment or other goods. Shillong city is governed by
Municipal Corporation which comes under Shillong Metropolitan Region. The city is located in
Meghalaya a state in North-Eastern region on India. The Policy is called " Meghalaya Electric
Vehicle Policy " .

i. POLICY PERIOD

*. The Meghalaya Electric Vehicle Policy will remain in operation and valid
for a period of five years.
ii. VEHICLE POPULATION IN MEGHALAYA

*. Sustained economic development and expanding road networks have


led to rapid increase in the number of motorized vehicles in Meghalaya.

*. As of October 2020, Meghalaya accounts for only 0.002% of the


electric vehicles sold in India and the total EVs in the State account for only
0.001% of the total vehicles registered in the State.

*. Therefore, it is imperative to accelerate early adoption of EVs in the


State of Meghalaya by providing adequate impetus and support for adoption
of Battery EVs and setting up of related charging infrastructures.
iii. OBJECTIVES OF SHILLONG ELECTRIC VEHICLE POLICY 2021

# To facilitate adoption of at least 15 % EVs in the State by 2025.

# To provide support towards adoption of EVs by providing purchase incentives


for early adoption of EVs based on the energy capacity in kWh of battery

# To support the setting up of robust infrastructure for EVs including adequate


power supply, network of charging points with favourable power tari ff and adequate service
centres.

# To promote innovation in EVs for automotive and shared mobility by providing


the requisite ecosystem and infrastructure.

# To create an enabling environment to provide charging infrastructure for EVs


in the State.

#To create a pool of skilled workforce for the EVs industry in collaboration with
technical institutions available in the State, encourage entrepreneurship and create new jobs
in the EVs industry.

# To mandate adoption of EVs in the Government and its Boards, Corporations,


Government undertakings, Development Authorities , Municipalities in a phased manner.
iv. Support for Charging Stations
# Availability of charging stations is key for adoption of EVs.
To further facilitate in the setting up of EVs charging stations, the
Government will encourage investments in setting up both slow and fast
charging networks in Government buildings and other public places
through active participation of public and private players.

# In order to boost EVs charging station ecosystem, the


Government will undertake appropriate steps including identification of
land and encouraging private investments at key locations . The State
will endeavor to provide attractive electricity tari ff including fixed
demand charges for the EVCS.

# The State will facilitate to provide priority electricity


connections to EVCS
ROLE AND IMPORTANCE OF PUBLIC TRANSPORT IN MOBILITY
PLANNING
Public transport provides mobility and access to travel for those who
do not have use of a private vehicle. Public transport plays an
important role in mobility planning and Shillong being a small city it
has many advantages as in:-

* It reduces the problem of congestion which will save time of many


* If more number of people use public transport then fuel can be
saved in large volume and thus monthly saving of an individual
* It improves fuel efficiency
* It improves equitable Commuter Productivity
* It helps to reduce noise and air pollution.
Pedestrian Policy
● In order to make pedestrian policy efficient following points need to be kept
in mind.
● Shillong being a small city the footpath here are congested so it should be
made on both the side of road with zebra crossing at a distance of 500 m so
that people can cross the road.
● Tactile paving should be installed so that people who are visually impaired
can walk efficiently.
● Bridge must be installed in busy traffic road so that people do not have to
wait to cross the road.
● Elevators can be installed so that it will be easier for senior citizen and
physically impaired person .
● Traffic rules should be followed strictly by drivers so that pedestrian can cross
through zebra crossing.
ADOPTION OF GREEN MOBILITY
FRAMEWORK
The Green Mobility Policy captures the ambition of transport
to reduce the environmental impact of mobility in terms of
greenhouse gas emissions , air pollution and noise pollution .

Here are some points in which Meghalaya can adopt Green


Mobility Framework:-
* To create an enabling environment to provide charging
infrastructure for Electric Vehicles in state
*To replace the Meghalaya Transportation Corporation buses
with battery electric vehicles
*Using two-wheeler transport service for individual passenger
so that there is less pollution and saving of petrol.
ACTION PLAN AND IMPLEMENTATION
* Availability of charging stations is key for adoption of EVs.

* To further facilitate in the setting up of EVs charging stations, the Government


will encourage investments in setting up both slow and fast charging networks in
Government buildings and other public places through active participation of
public and private players.

* In order to boost EVs charging station ecosystem, the Government will


undertake appropriate steps including identification of land and encouraging
private investments at key locations.
ACTION PLAN AND IMPLEMENTATION
* The State will facilitate setting up charging stations at several key locations such
as Meghalaya Transport Corporation depots, Inter State Bus Terminus, Deputy
Commissioner’s offices, Secretariat, State Central Library, Urban A ffairs
Department’s parking lots, other State Government facilities, and commercial
buildings such as hotels, shopping malls, cinema halls and apartments.

* The skilling and mentoring support shall be provided to EV related start- ups for
encouraging the EV eco-system in the State.

* The incentives for start-ups should also be as applicable under the Meghalaya
Start- up Policy.
