OBJECTIVE
S

To ensure the key tasks in an EIA are undertaken effectively, helps in

project planning and provides the necessary information in the report
to enable the approving authorities to make informed decisions.

Formation of EIA Team

(Consultant)
• EIA Team Leader (TL) should be able to establish the

need for the various experts in an EIA team

• It is the responsibility of the TL to determine the expertise

required and source them

• Eg: for a project in a very built-up urban area, there is really no

need to have a biologist or a wildlife expert in the team. Whatever

ecological issues there are, could be easily addressed by the TL or
other consultants

Statement of Need
• The statement of need for a project must be clearly
established (social and/or economic) early in the project
planning.
• The basis and rationale for the proposal would reflect the
objectives of a project and provide direction during
planning.
• A statement of need also highlights the various benefit of
the proposed project (society, region or the nation)
• Do NOT describe the need of the Project Initiator

Focus on the core purpose

Example:

• Benefits:
• Job creation
• Improved infrasturcture

Fits in with the Nation’s aspirations

Example:
• Agriculture – National Agriculture Policy and the state
Structure Plan
• Resort – National Tourism Masterplan

Project Description and Concept

• The project concept must not contradict any development
plans, policies or decisions of the Government of
Malaysia. A description of the project must be given,
including a description of the preferred project option:
• Clear description of the process, concept, project size, project
components, process technologies and development phased
including future phase
• Clear, coloured and readable maps, diagrams and photographs
• Clear and readable flow chart of the process production and
explanation on the process including criteria involved and the
maximum capacity….
