Mandate
To spearhead the formulation of long and short term
plans, programs and projects in realization of the agency’s
vision and mission, development of fire protection
standards, promotion of fire science technology, and to
ensure the BFP’s overall strategy implementation, improve
organizational performance through conformance with
international and national standards on governance and
quality management system.

The innermost circle with four (4) quadrants represent the primary role
being undertaken by the DPSD, namely, plan, programs and policy
formulation; monitoring and evaluation of accomplishments vis-à-vis targets,
as well as the performance of its delivery and operating units; development
of fire protection standards and fire science and technology research and
finally, the maintenance of quality management standards.

The four (4) arms of the Malta Cross symbolizes the primary function of the Bureau of Fire
Protection (BFP) in carrying out its mandated functions to respond to fire and all kinds of
emergencies, to enforce of Fire Code of the Philippines to conduct fire investigation and file proper
complaint to the court with jurisdiction over the case, to assist the distressed citizenry and the
affected communities due to conflagrations, accidents, medical emergencies, earthquakes,
typhoons, CBRNe and HAZMAT incidents and other natural or man-made calamities and disasters.
On the background is the Philippine flag which portrays the jurisdiction of BFP.
The pair of seventeen (17) leaves represents the regional offices with planning and
programming unit and their corresponding finance/budget counterparts on both sides that symbolize
the synchronization of plans and financial allocation of funds to materialize the plans in a cost-
efficient and effective manner. The orange circles represents search and rescue capability and on
the topmost portion is the name of the directorate which is Directorate for Plans and Standards
Development.

Duties and Functions
• Establishes guidelines and SOPs for periodic plan preparation and
program development for adoption of the lower units;
• Identify and coordinates with funding donor agencies –
international and local – for a possible loan and grant arrangements
for acquisition of BFP equipage and facilities and conduct of
technical studies;
• Formulate long, medium and short-term plans and ensure proper
monitoring of plan implementation by BFP field units;
• Coordinates with other international fire service agencies and
associations for the development of fire service standards;
• Implements standards for processes in conformance with
international and national standards on governance and quality
management system, and;
• Performs other tasks that the CDS may assign.

Planning and Programming Division (PPD)
Duties and Functions
Provides general policies, guidelines and SOPs on the proper and timely
preparation of plans, project proposals and periodic accomplishment
reports.
a. Prepares long, medium and short term plans in coordination with DILG
and other oversight agencies, such as NEDA, DBM, DILG, DOF and OP and
monitors proper program implementation by the various BFP units;
b. Coordinates the preparation of the Project Procurement Management
Plan (PPMP) and the consolidation of periodic accomplishment reports of
the same;
c. Conducts research and prepares program proposals and project feasibility
studies for acquisition of BFP equipage and facilities for funding by
international and local fund donors; and
d. Performs other tasks that the Director for Plans may assign.

Strategy Management Division (SMD)
Duties and Functions
a. The Strategy Management Division (SMD) shall ensure BFP’s overall
strategy implementation;
b.Improve organizational performance through conformance with
international and national standards on governance and quality
management system;
c. Implementation of initiatives on governance and compliance with
such standards and certification requirements;
d.Develop, review and evaluation of BFP balanced scorecard system
with focus on service quality, as well as, means to accomplish it and;
e. Identify and facilitate the replication of best practices initiated by the
BFP offices and operating units.

Duties and Functions


Line Functions:
a. Manages and supervise the operational activities on administrative concerns,
financial and supply management accountabilities of its line section, such as
Research Section, Research Monitoring Section and Testing Section;
b. Provide policies, guidelines and procedures and direct task on capability
building and institutional development activities/undertakings relevant to the
conduct of research on fire science and technology for purposes of enhancing
its technical and technological capabilities, developing and promoting local fire
protection and safety equipage and providing research development services in
fire safety technology of various fire protection materials, equipment and
services;
c. Conduct performance evaluation of FSTRD personnel to identify training needs
and facilitate competency enhancement/development; and
d. Issue instructions and/or delegate arising tasks/assignments/directives from
higher Offices to Section Chiefs and/or Division Personnel.

Duties and Functions


Staff Functions:
a. Research arm of the BFP tasked to conducts extensive research on fire science
and technology for purposes of enhancing its technical and technological
capabilities, developing and promoting local fire protection and safety equipage
and providing research development services in fire safety technology of
various fire protection materials, equipment and services currently
observed/employed within the fire service setting and in the fire industry,
which are deemed essential in the accomplishment of the BFP mandates;
b. Management monitoring and direction of researches on fire science and
technology for purposes of enhancing its technical and technological
capabilities, developing and promoting local fire protection and safety equipage
and providing research development services in fire safety technology of
various fire protection materials, based on the strategic direction of the
organization;

c. Undertake product sampling and/or testing of new technology for the


development and promotion of local fire protection and equipage technology
and establishing linkages with local and international testing
facilities/laboratories as third party institutions for engineering and scientific
solutions to ensure product or material compliance to local and international
standards;
d. Assigned/tasked to assist in the inspection process of procured various fire
protection materials, equipment and services on fire rescue, medical,
enforcement, investigation apparatus, tools, equipment and accessories
currently observed/employed within the Fire service setting;
e. Provide assistance, secretariat and/or membership to research, research
monitoring and testing related technical committees (TC) and/or technical
working groups (TWG) in-line with the BFP’s policy making and operational
management to enhance the safety provisions of the Fire Code of the
Philippines.

Standards Development Division (SDD)

Duties and Functions


Line Functions:
a. Manages and supervise the operational activities on administrative concerns,
financial and supply management accountabilities of its line section, such as
Fire Service Standards Development Section, Industry Standards Development
Section and Standards Development Monitoring Section;
b. Provide policies, guidelines and procedures and direct task on capability
building and institutional development activities/undertakings relevant to the
planning, formulation, drafting and development, as well as adoption, of both
foreign and locally-established fire safety standards;
c. Conduct performance evaluation of SDD personnel to identify training needs
and facilitate competency enhancement/development; and
d. Issue instructions and/or delegate arising tasks/assignments/directives from
higher Offices to Section Chiefs and/or Division Personnel.
