INTRODUCTION
The threat posed by the insecurity in our Maritime Domain accompanied by the
need to support the economic renaissance of the nation led to the bi-ministerial
collaboration of the Federal Ministries of Transportation and Defense under the
supervision of the Office of the National Security Adviser to the President to
develop a robust Maritime Security architecture comprising all Military and
Security Services to ensure an enduring conducive Maritime environment.
This collaboration gave rise to the Integrated National Security and Waterways
Protection Infrastructure-The Deep Blue Project of the Federal Government.
The Deep Blue Project stands as a complimentary intervention of the Federal
Ministry of Transportation and the Federal Ministry of Defense to the already
existing maritime security architecture by the statutory bodies empowered to secure
the territorial integrity and sovereignty of the country.

C4i Center was commissioned on the 16th of August 2019 with the following Capabilities:

DEPLOYMENT OF SATELLITE AIS (automatic identification system via internet)

DEPLOYMENT of SATELLITE SAR (Synthetic Aperture Radar – Identity Non-AIS complying vessels)

IMPLEMENTENTATION OF COASTAL RADAR:

• Criminal Activities at near shore
• Integrate into the Regional Maritime Security Architecture – MMCC Zone E, for Security & SAR coordination.

• Expanded, structured, on-site, new Command and Control Centre for assessing the Maritime Domain Situation, having

CONCLUSION

 The Deep Blue Project is a platform for collaboration between civil authorities and the entire military and
paramilitary architecture towards a comprehensive solution to maritime insecurity in Nigeria and by
extension, the Gulf of Guinea.

 The Project collapses the walls of separation and limitations imposed by the nature and operational
mandates of the various military arms.

 The Deep Blue Project is intended to bring sanity in Nigerian waters for safe and secure shipping while
also forestalling economic sabotage.

 The highpoint of this Project is not the sophistication of the platforms and equipment but the synergy that
it provides in the fight against maritime insecurity in the Nigeria-the first of its kind.

 The Nigerian maritime stakeholders and indeed the international community are awaiting the impact of
the Deep Blue Project.

 Therefore, all hands should be on deck to ensure the success of the Deep Blue Project.
