Hiring of an Agency for “Energy Audit of


King George Medical University
(KGMU), Lucknow”
Performance Security
•Successful bidder is required to submit a Performance guarantee
in the form of Bank guarantee by a nationalized bank, or State
Bank of India and its subsidiary banks or scheduled
commercial bankf or an amount equivalent to 3% of Contract
value within 10 days from the date of LoA.
•The bank guarantee shall be in favor of "Director, UPNEDA and
valid for one year duration.
•After receiving the PBG, Tri Partite agreement will be signed
and work order will be issued by UPNEDA.
MINIMUM ELIGIBILITY CRITERIA

• Must not be black-listed by any Central/State Govt./


Public Sector Undertaking in India
• Approach and Methodology is submitted
• CV of Energy audit team members
• List of instruments available and proposed to be used
for energy audit with date of certification.
Tender Evaluation

• The Offers are proposed to be evaluated based on


Least Cum Cost Based Selection (LCBS) methodology
Project Duration & Deliverables

Project Duration:
• Total project duration for the assignment is two (2) months.
• The Agency should complete the energy audit as per scope of work and to
the satisfaction of SDA within 45 days from the award of work order and
submit the draft report within a fortnight i.e. within two months from the
award of work order.
• Final report to be submitted within fifteen days after incorporating the
comments received from UPSDA (UPNEDA).  

Deliverables:
• Kick off meeting should be conducted within a week from the date of work-order
• Share relevant information and update with the progress, time to time.
• After completion of the project, Draft report (detailed combined report of all the
buildings of KGMU) to be prepared and to be submitted within 15 days after
completion of Energy Audit i.e. within two months from the date of work order.
• Final report (03 copy in hard and soft copy by email & by pen-drive) – within two
week after receiving comments from UPSDA (UPNEDA) and after approval of draft
report.
Scope of Work

 Collection of Basic Data for various energy sources being used in the university.
Energy is used in various forms in the hospital/ University, the main being electricity,
the others being LPG, other gases, diesel, petrol for the commutation of the employees
and for the customers i.e. patients for their travel etc and for the generator etc.
 Identify Energy Consuming areas and Measurements & quantification of energy use
and wastage in various equipments/ appliances etc.
 Data analysis
 Identification of energy improvements& conservation opportunities also identify use of
renewable energy sources.
 Capital investments and payback period & IRR.
 Calculate carbon footprint which will provide baseline information for reducing the
footprint thus the energy efficiency measures can be applied and paving way for
environmental sustainability. Further identify reduction of carbon emission by
implementing energy conservation measures.
• Check performance of APFC installed at various locations of KGMU. Also check
KVAR at HT side of transformer and find feasibility of installing APFC panel at HT
side with lagging as well as leading Power Factor correction
Scope of Work Cotd.
 Check temperature of wiring and electric joints at key locations through
thermo-graphic imager. Hot spots to be identified and the image to be
included in the report.
 Measure the temperature of roof of top floors inside (inner surface of the
roof) as well as outside (outer surface of the roof where sunshine is falling).
Identify potential for heat reflective paint on the outer surface of the roof,
heat reflective coating for the windows exposed to sunshine etc.
 Concentrated Solar system is installed to provide steam for the cooking.
Agency is required to check the performance of the system and calculate the
energy saved i.e. gas saved by this system.
 Identify feasibility and potential of installing induction cooking in the
cooking areas, whether it is canteen or hostels of KGMU, so as LPG can be
replaced by electric cooking. Calculate cost benefit for the replacement of
LPG by induction cookers i.e. identify cost of the system and quantify LPG
saving, payback period etc.
 Action plan formulation for implementing Energy efficiency Measures.
Scope of Work Cotd.
 Identify potential of solar PV system (Grid connected solar roof top plants) with
cost benefit analysis. Solar PV plants may be installed at various locations as per
need and availability of area.
 Check performance of HVAC systems including Centralized and individual Air-
conditioning system, chilled water system etc. and identify energy saving
potential by improving the system or by replacement with energy efficient
systems.
 Identify potential and feasibility for district cooling system covering all the
buildings of KGMU.
 Preparation of standard operating practices for efficient use of energy at KGMU.
 Create energy conservation awareness among the end users.
 Any other work deemed appropriate by the agency or advised by
KGMU/UPNEDA during the study, which can add value to the assignment.

Agency is required to follow various norms for COVID as prescribed by the
Government e.g. maintaining distance, availability of sanitizers etc
Terms of Payment:
 80% payment against submission of draft energy audit report
including all the buildings of KGMU to the satisfaction of
UPSDA.
 Balance 20% payment of total order value shall be released
after submission of the final energy audit report.
 TDS and other taxes will be deducted as applicable.
 Performance Security will be released after successful
payments as mentioned above
