Disaster Risk Management
The systematic process of using administrative decisions,
organizations, operational skills and capacities to implement
policies, strategies and coping capacities of the society and
communities to lessen the impacts of natural hazards and
related environmental and technological disasters. Comprises
all forms of activities, including measures to prepare for,
prevent and mitigate the adverse effects of hazards.
Disaster Risk Reduction
Is the action taken to reduce the risk of disasters and the
adverse impacts of natural hazards, through systematic efforts
to analyze and manage the causes of disasters, including
through avoidance of hazards, reduced social and economic
vulnerability to hazards and improved preparedness for
adverse events.
What is IDRR?

Inclusive DRR is an effort to minimize the impact of hazards by


considering all possible VULNERABILITIES (age, education,
gender, disability) and ensuring participation of all groups in
the planning and implementation of measures to prevent,
mitigate and prepare for disasters

WASH
• Integrate disability into water, sanitation and hygiene (WASH)
policy development and services at national and local levels.
• Assess the level of access persons with disabilities have to WASH
facilities and use results to inform vulnerability reduction,
emergency response planning and the design of ongoing WASH
services
• Design and develop new WASH facilities that can be accessed
independently or with the aid of a personal assistant by all
persons with disabilities
• Develop and implement strategies to increase access to
existing WASH facilities. Example, adapt hand pumps and
water carrying containers where necessary and identify people
in the community who can provide support
• Involve persons with disabilities in the design of new and
rehabilitated water and sanitation facilities to ensure that they
can access and use them.
LIVELIHOODS
• Promote equal opportunity recruitment policies among employers
• Promote Republic Act 10524 to reserve at least 1% of the positions in all
government offices with persons with disabilities
• Facilitate access to income generating activities including access to
micro-finance
• Include persons with disabilities in capacity building, vocational training,
etc.
• Install a referral system to ensure access to services of persons with
disabilities
PROTECTION
• Ensure that persons with disabilities are included in assessments and
registers, with data disaggregated by disability, sex and age.
• Identify, monitor, prevent and respond to protection risks and incidents
experienced by persons with disabilities
• Raise awareness and provide training about the protection issues facing
persons with disabilities and the support needed with persons with
disabilities who have experienced some form of violence
• Involve persons with disabilities and Disabled People’s Organizations
(DPOs) in policy formulation and legislation
