• Each IACML has a main theme and topics – They are the “seal” of each
Ministerial

• Priorities and historic context

• Main theme and topics guide: 1) Declaration and Plan of Action and 2)
debates during IACML

• Mandates in Declaration and Plan of Action guide actions:


- At the national level – Inside Ministries of Labor and their relationship with
other authorities
- At the Hemispheric level – Regional labor agenda (cooperation)
