The multi-agency portal or Front Office Portals are a multikey front-office vehicle to deliver integrated services frontto citizens and businesses. They enable Governments to bring together services and organize them in a way that is convenient and logical for users. By delivering services in this way, citizens and businesses no longer need to understand how Government is organized or which department is responsible for the service that they require. Portals can simplify citizens and businesses interactions with Government.

Most governments have not changed their processes in any way, and instead have automated flawed processes. There is a big gulf between a pretty web site and integrated service delivery. Government budgets and administration tends to be in departmental silos, but e-government cuts across departments. eToo much attention to citizen portals has taken attention away from internal government functioning and govt. to business. Even best in class state and local e-Government solutions have enot gained widespread adoption. Governments often underestimate the security, infrastructure, and scalability requirements of their applications.

e-Government in Punjab
Punjabs efforts show an excellent balance between improving government services, improving government administration, Investing in creating human capital, and creating the environment for attracting external investments. Punjab has shown extremely high creativity and a proactive approach in partnering, creating new institutions (IT Deptt:, PITB), and aggressively promoting its efforts (punjab.gov.pk, lahore.gov.pk) While G2C services and G2G areas show excellent progress, it may be time to focus now on the G2B arena, which is more complex, but may have larger payoffs. It is important to think beyond automation, and towards redesign of the basic workflow within the government. The next generation of e-Government will be not eautomating, but reinventing Government structurally, and functionally.
