This parameter is used to indicate whether the CLB function

users with the strategy as same as strategy of non-CA users.
This parameter is used to judge whether select CA UE for load
LoadMNGCell prbBasedLBCAFilterSwch balance based on PRB Trigger.If the parameter set to Close[0],Open Close[0] Open[1] Close[0]
"Close" ,the cell will select users with CA.If the parameter [1]
set to "Open" ,the cell will not select users with CA.

1. We activated this feature in L2600 carrier. As expected, the L2600 carrier

will choose the non-CA UE to do the load balance. L1800 Carrier L2600 Carrier

2. The feature is deactivated. The CA UEs will be selected to do load balance

in L1800 carrier. And the chance of being selected is same with the non-CA 45

In the right chart, we can see that the CA UEs of L2600 carrier increased
