HISTORY

The PQA is the centerpiece program of the National Action Agenda


for Productivity (NAAP), the blueprint for the country's integrated
approach to improve economy-wide productivity during the term of
former President Fidel V. Ramos in response to the growing
challenges of globalization.

HISTORY
The PQA sets a standard of excellence to help Filipino organizations
achieve world-class performance and serves as a "template" for
competitiveness based on the principles of Total Quality Management
(TQM).

It is a national quality award comparable with the 


Malcolm Baldrige National Quality Award (MBNQA) of the US and
those in Europe and Asia.

OBJECTIVES

1. To promote standards in organizational performance comparable to those of


leading businesses abroad, pursuant to the country's effort to be globally
competitive;

2. To establish a national system for assessing quality and productivity


performance, thus providing local organizations regardless of size, sector, and
maturity with criteria and guidelines for self-assessment to guide their quality and
productivity improvement efforts; and

3. To recognize organizations in both the private and public sectors that excel in
quality management and overall organizational performance, thus providing
Philippine industries with benchmarks and models to emulate.

An Act Establishing the Philippine Quality Award in Order to


Encourage Organizations in Both the Private and Public Sectors to
attain Excellence in Quality in the Production and/or Delivery of
their Goods and Services.

Section 5. PHILIPPINE QUALITY AWARD COMMITTEE
The President of the Philippines shall appoint a Philippine Quality Award
Committee, hereinafter referred to as the “Committee”, consisting of the
heads of the following government agencies:

 Department of Trade and Industry (DTI)


 Development Academy of the Philippines (DAP)
 Department of Budget and Management (DBM)
 National Wages and Productivity Commission (NWPC)
 Technical Education and Skills Development Authority (TESDA)
 Center for Industrial Competitiveness (CIC)

 and six (6) representatives from the private sector who shall come from the
national quality movement/organization; the association of quality
practitioners; the association of management practitioners, employers or
industries; the association of schools for higher education or technological
institution; the labor sector and the technical professionals.

The Secretary of DTI serve as the Chairperson of


the Committee

The Chairman of the Civil Service Commission (CSC)


shall be invited to participate as member of the PQA
Committee. This Committee shall meet as often as may
be necessary to review and improve the award system.

Section 7. THE PHILIPPINE QUALITY AWARD FOR
PERFORMANCE EXCELLENCE

The Philippine Quality Award shall be conferred annually to qualified


organizations in the private and public sectors which have demonstrated the
highest level of performance excellence.

The organization should have demonstrated management excellence by the


purposefulness with which it continues to improve and build upon outstanding
results and excellent systems. It should serve as a national and global model.

Section 8. RECOGNITION LEVELS

Three (3) levels of recognition shall likewise be conferred annually to


organizations in the private and public sectors that applied for but failed to
qualify for the Philippine Quality Award while achieving some degree of superior
performance, namely:

(1) Recognition for Mastery in Quality Management


(2) Recognition for Proficiency in Quality Management
(3) Recognition for Commitment to Quality Management

(1) Recognition for Mastery in Quality Management

The organization should have demonstrated, through its practices


and achievements, superior results clearly linked to robust
management systems. It should exhibit practices, which other
organizations can learn from and should serve as role model for
other organizations in the Philippines.

Section 8. RECOGNITION LEVELS

(2) Recognition for Proficiency in Quality Management

 The organization should have demonstrated, through


implementation of quality and productivity management
principles, significant progress in building sound and notable
processes. It should have a documented and solid approach to
system-Ievel quality and productivity management and has been
implementing quality and productivity improvement plans and
procedures.

(3) Recognition for Commitment in Quality Management

The organization should have demonstrated its serious commitment


to improvement in order to achieve quality excellence. It should
have planted the seeds of quality and productivity and is working
towards reaping long term benefits of its efforts.

Section 9. ELIGIBILITY

(a) Small and Medium Scale Enterprises as defined under the Magna Carta for
Small and Medium Scale Enterprises;

(b) Manufacturing companies or their subsidiaries;

(c) Companies which primarily provide services;

(d) Agricultural Producers; and

(e) Offices, agencies, bureaus of the National Government, and any of its
subdivisions, including government-owned and -controlled corporations and local
government units.

Section 10. CRITERIA FOR QUALIFICATION

(a) prepares an application and submits this to the Award Administrators;

(b) permits a rigorous evaluation of the means in which its business and
other operations have contributed to improvements in the quality of goods,
services and overall organizational performance; and

(c) meets such requirements and specification, as the Committee may deem
appropriate.

Section 11. AWARD MANAGER and AWARD
ADMINISTRATORS

The Secretary of the Department of Trade and Industry (DTI) shall be the
Award Manager with the Center for Industrial Competitiveness as its
implementing agency.

The President of the Philippines shall appoint two (2) administrators


representing the public and private sectors from the list of nominees prepared
by the DTI and the national organizations on quality management. They shall
serve for a term of three (3) years.

APPLICATION FEES
These fees cover all expenses associated with distribution and review of applications and
development of feedback reports.

•For medium to large organizations, Provinces,Cities •For small organization, class B/C Local Government
and Class 1-2 Municipalities, Line Agencies, Bureaus, Units, and Regional branches of Line Agencies and
GOCCs and GFIs: PhP 50,000.00 Bureaus: PhP 30,000.00

SITE VISIT REVIEW FEE


No site visit review fees will be charged by the PQA
Administrators, however, all site visit-related expenses such as
transportation (air, land or sea), accommodation and meals of
the assessors shall be borne by the applicant organization.

WHO MAY APPLY?
Applicants to the PQA shall be any organization located in
the Philippines engaged in the following activities:

ELIGIBILITY CATEGORIES
PRIVATE
(1) Small and Medium Scale Enterprises
Enterprises defined under the Magna Carta for Small and Medium Scale
Enterprises as businesses engaged in manufacturing, services, agriculture and
other industries, with not more than 200 full time employees and not more
than P100 million capitalization.

(2) Large Enterprises


(a) Manufacturing Companies or their Subsidiaries
(b) Service Companies
(c) Agriculture
(d) Other Industries

ELIGIBILITY CATEGORIES
PUBLIC
(a) Departments, bureaus and attached agencies
(b) Government-owned and/or controlled-corporations and subsidiaries
(c) State universities and colleges
(d) Local government units
(e) Other government agencies

The applicant must have been in existence for at least three (3) years at the
time of application.

ELIGIBILITY RULES AND REGULATIONS
The following are the eligibility rules and restrictions:

(a) Charitable, trade and industry, fraternal and sports organizations/association and institutions
are not eligible.

(b) An applicant is eligible only if it is self sufficient to be examined in all seven criteria
categories and can be inspected in the Philippines. If an applicant has some activities performed
outside the applicant's immediate organization (e.g. by a parent organization or its other
subsidiaries, or overseas components of the applicant), it must ensure that:

  (b.1) In the event of a site visit, the appropriate people and materials will be   available for
examination in the Philippines to document its operational practices in all major business
functions, and
   (b.2) In the event the applicant becomes a recipient of the PQA Recognition or Award, it
must share its practices in a PQA Conference and the benchmarking network, as well as open its
facilities for visits.

ELIGIBILITY RULES AND REGULATIONS
The following are the eligibility rules and restrictions:

(c) Subsidiaries:
In the Manufacturing and Service categories, subsidiaries of a company may be eligible for the
Award subject to the following conditions:

     (1) Must be self-sufficient;


     (2) Must have a clear definition of its own organization and be recognized by its customers as
a distinct business entity; and
     (3) Must not perform solely business support functions such as Sales,  Marketing,
Distribution, Customer Service, Finance and Accounting, Human Resources, Environmental-
Health-Safety of Employees, Purchasing, Legal Services, and Research and Development.

ELIGIBILITY RULES AND REGULATIONS
The following are the eligibility rules and restrictions:

d) Multiple-Application Restrictions:
A subsidiary and its parent organization cannot both apply for PQA in the same year.

(e) Future Eligibility Restrictions:

     (1) If an organization or subsidiary that has more than fifty percent of the total employees of
the parent company receives the Philippine Quality Award for Performance Excellence, the
organization and all its subsidiaries are ineligible to apply for another award for a period of three
years.
     (2) If a subsidiary receives the Philippine Quality Award for Performance Excellence, that
subsidiary and a subsidiary of all its subsidiaries are ineligible to apply for another award for a
period of three years.
     (3) Recipients of Recognition Levels are eligible to reapply after two years.

The following are the eligibility rules and restrictions:

(f) Other Requirements for All Applicants:

(a) Must comply with relevant statutory and regulatory requirements;


(b) Must have employee(s) trained in PQA application development;
(c) Must have conducted an internal assessment based on the relevant PQA Criteria.
Results of internal assessment should be presented to the Award Administrator when
applying for eligibility.
