T A Rules
Welcome to the sessions on T A Rules.
The provision of T A has been given in FR & SR Part II popularly known as S R.
The presentation has been divided in to 4 Units.
In Unit No. 1 and 2, T A on Tour will be discussed; and in Unit No. 3 & 4 T A on
Transfer and T A on Retirement will be discussed.
Let us now start discussing T A on Tour.

WHAT IS T.A.?
First of all let us see what is T A?
T.A. is a compensatory allowance granted to a G S to cover the expenses
incurred by him in travelling in the public interest.
PAY FOR TA
Pay drawn in Level of pay matrix at the time of journey performed for Tour or pay
drawn at the time of Transfer or Retirement.
T A Rules

These Rules are called the Supplementary Rules and are applicable to all
central govt. employees who are subject to Fundamental Rules and whose pay is
debitable to Central Revenues.
Supplementary Rules
There are 1 to 195 Rules in the Supplementary Rules which are divided in to Six
Divisions.
REGULATION OF T.A. CLAIM
T A claim of a government servant are regulated with reference to the pay
drawn in a particular Level of the post actually held at the time of journey
performed.
Grade of Government Servants applicable
w.e.f.1.7.2017
For the purpose of T A government servants have been categorised
in to five grades as per their Levels in pay matrix as under:

INSTRUCTION FOR AIR JOURNEY

 Air journey is to be performed by Air India only.


 Air tickets are to be booked through authorised travel agents only.
 Air tickets can be procured through online or from Air India counter
 In emergency travel by Private Airlines require the approval of Financial
Adviser of the Ministry.
 Approval of Secretary of the Ministry concerned require to travel of
non entitled officer by Air.
 If a non entitled officer travel by Air his claim will be restricted to Train fare
of the entitled class.
Questions on Rail Journey
 What if there is no AC III Tier in the train on  Will be allowed to travel by AC II Tier
the route?

 In case of a Sports Person ?  Gr. C & D employees taking part in sports are
allowed to travel one class higher.
 In case using a longer route partly by higher  Fare will be reimbursed on proportionately
 class partly by lower ? basis as per entitlement by shortest route.

 If journey is cancelled in public interest, then


 If have to cancel journey ? cancellation charges are reimbursed otherwise
not.
 Tickets booked through authorised travel
 In case getting tickets booked through Agent agents only are re-imbursable.
 In case accompanying foreign delegates ?  Competent Authority may permit to travel in
the class in which foreign delegates are

 -Till now we have discussed the admissibility of Conveyance and Road


Mileage admissible when on tour.

 -In the next slides we will discuss the entitlement of Hotel


accommodation, Food charges and Travel with in city while on tour.

 First we will discuss admissibility prior to 1.7.2017 and subsequently


w.e.f. 1.7.2017 onwards.
Exercise on TA- concept of shortest and cheapest route

The tour programme of an officer was approved form HQ ‘A” to


visit station “B” a distance of 2000 km. The officer is entitled to
travel by train in AC II tier. The train fare from station A to B in
AC Tier II is Rs.3,000. The officer travelled from station “A” to
station “C” a distance of 1500 km in AC I by paying a fare of
Rs.4,000 and from station C to B in AC tier III by paying a fare
of Rs.1,000 for a distance of 1500 km.
Calculate the fare reimbursable to him for one way journey.
Solution

 Proportionate Journey
 A to C=1500x2000/3000=1000

REIMBURSEMENT OF HOTEL CHARGES-7TH CPC
For Levels 8 and below, the amount up to ceiling limit may be paid without
production of vouchers against self certified certificate

In Class X Cities, the ceiling for all employees up to level 8 would be Rs.1000
per day on production of relevant vouchers.
REIMBURSEMENT OF TRAVEL WITH IN CITY and
FOOD CHARGES
Travel with in city:
For level 8 and below, the amount of claim upto the ceiling may be paid without
production of vouchers on the basis of self certificate.
For levels 11 and below, the ceiling each shall automatically increase by 25%,
when ever D A increases by 50%.
FOOD CHARGES
No separate reimbursement of food bills. No vouchers will be required. This will
be automatically increased 25% when D A increases by 50%

THE CASE OF FOOD CHARGES ONLY

CONTROLLING OFFICERS
 SR 191 :
 Under S R 191 Competent Authority in a Department declare a Controlling
Officer, who counter signs the T A Bills.
TIME LIMIT FOR SUBMITTING OF TA BILL

S R 192 : No T A bill shall be paid unless signed / countersigned by the


Controlling Officer.
S R 193 : exceptions…
S R 194 : Duty of counter signature may not be delegated
S R 194-A the right of a G S to T A is forfeited or deemed to have been
relinquished if claim is not submitted with in 60 days of completion of journey.
If T A advance is drawn, then adjustment bill should be submitted with 15
days.

Till now we discussed various points relating to T A on tour. In the next slides
we will discuss the provision relating T A on Transfer of a Government
Servant.
T A Advance exercise
 Shri Ravi Section Officer in Ministry of Commerce drew a T A
Advance of Rs.1,00,000 on 1.07.2019 for proceeding on tour on
15.10.2019. Reached HQ on 20.10.2019 after completion of tour.
He submitted TA adjustment bill on 4.11.2019 for Rs.80,000 and
deposited the balance unutilised amount on 15.11.2019.
 Calculate the amount of interest payable by him if rate of interest on
GPF is 7.5% p a.

TA ON TRANSFER OF A GOVERNMENT SERVANT

Transfer means the movement of a G.S. From one station HQ to another such
station HQ either to:
-Take up the duties of a new post, or
- In consequence of a change of his HQ.
Admissible only if the transfer is in public interest and not on the request of
G.S.
Admissible by the shortest route from the last place of duty to the new place
where transferred.

The concession is admissible to temp. employees who are superannuated or
invalidated or retrenched from service without an offer of alternative employment,
provided that they have put in a minimum of 10 years service.
T.A. ON TRANSFER- AT THE SAME STATION
(I) NO T.A. If no change of residence is involved;
(II) Change of residence is involved:
(A) Actual cost of carrying conveyance, limited to road mileage;
(B) Personal effects subject to prescribed limit;
(C) 1/3RD of CTG.
TWO STATIONS WITHIN 20 KM

(i) No T.A. if no change of residence is involved;


(ii) If change of residence is involved:
(A) Full transfer T A will be allowed;
(B) C.T.G. 1/3rd of 80% of basic pay.
WHEN BOTH HUSBAND AND WIFE ARE
TRANSFERRED TO SAME STATION
With in 6 months but after 60 days-
Spouse transferred earlier will get C T G;
Spouse transferred later will get 50% C T G;
If both transferred with in 60 days, second C T G is not admissible.
DEFINITION OF FAMILY
(i) Spouse residing with the G.S. need not dependent, only one wife;
(ii) Legitimate dependent children- residing with and wholly dependent (limited to
two from 1.1.1999)-included major sons, widowed daughters residing with and
wholly dependent.
(iii) Married daughter abandoned by their husband.

In case of an officer who is re-employed under central govt. while on L P R or
with in six months from the date of retirement, this concession may be allowed
with in one year of the expiry of the period of retirement.

Now we will discuss the provision relating to admissibility of T A on the
Retirement of Government Servant.
TA ON RETIREMENT
 T A on retirement is not admissible to –
Those who resigns
Those who are dismissed
Those who are removed from service
Those who are compulsory retired from service as a measure of
punishment.
ENTITLEMENT FOR TA ON RETIREMNT
Composite Transfer Grant (CTG)
Journey by rail or road or steamer or air by Govt. servant and family members.
Personal effects
Transportation of conveyance.
SETTLEMENT OF CLAIM
The claim for the family members can not be admitted until the retired govt.
servant moves to the station of settlement.
SETTLED AT THE LAST STATION BUT CHANGE OF
RESIDENCE INVOLVES
Actual cost of conveyance limited to the road mileage allowance admissible.
Actual cost of transportation of personal effects limited to the amount admissible.
An allowance for car/scooter etc. at the rates notified by govt.
If family travels by the same conveyance are not entitled for mileage allowance.

Local Journey
Local journey means journey performed at the local head quarter
with in the Municipal limit of the city.
If journey performed with in a radius of 8 k m of HQ;
Then conveyance charges will be admissible.
If journey performed beyond 8 k m but with in Municipal limit of the
city, then TA / DA will be admissible.
Local Journey

Beyond 8 km but with in Municipal


limit, TA / DA will be admissible. But
With in 8 km conveyance charges limited to rate of food charges will be limited at
Rs.300 pm halaf rate.

T A under different circumstances
Now we will discuss the admissibility of T A under different circumstances
When HQ changed while on tour- proceed to new HQ:
Tour up to new HQ;
CTG at prescribed rate;
TA for family and personal effects.
Change of HQ on rejoining duty after leave exceeding
six months
If the leave was on medical grounds or was study leave, full TA as on transfer;
If the leave was on the grounds other than above, no TA for self and family is
admissible; but cost of transportation for personal effects and conveyance will be
admissible.
Taking leave on transit
If the period of leave does not exceed six months, he will be entitled to:
 -Fare for self and family from the old station to the station where leave is spent;
-Cost of transportation of personal effects and conveyance from old to new
station.
Govt. servant appointed to a new post while in transit
TA for so much journey which is performed up to the time the new order is
received;
TA from the place of receiving the order to the new place to which he is
transferred;
TA for the family and the cost of personal effects as explained earlier.
T A on compulsory recall from leave
When leave is curtailed by not less than one month, then he is entitled to TA on
tour; from the place recalled;
If leave is curtailed then the TA may be allowed as per discretion of the authority
recalling the G S.
T A for journey in connection with second medical opinion
If a G S is asked to proceed to some other station for second medical opinion, he
will be entitled to T A for the journey period and daily allowance, for the halt at the
outstation, for a maximum period of two days.
 T A for joining first post in government

Normally, no T A is admissible unless otherwise made eligible by specific orders


(SR 105)
T A to retrenched employee on their re-appointment
When the order of appointment is received while in the old post- TA as on
transfer admissible
When the order of re-appointment is received soon after discharge from his old
post- No TA
T A to a pensioner on re-appointment
Admissible for the journey to join the re-employment post.
The benefit is also admissible to G S who discharged due to reduction of
establishment or abolition of post. ( S R 107)
On appointment through competitive examinations
A Permanent, Provisionally permanent central or state govt. employee or a QP
G S , appointed to a post through competitive examination, which is open both to
G S and others, is granted TA to join the post.
If not, TA can be granted only on the sanction of President of India.
T A to journeys to attend examinations
G S appearing for the following examinations are entitled to TA for the journeys
to attend a particular examination on not more than two occasions:
- Any obligatory departmental or language exam.
- Examination in vernacular language of a frontier or hill tribe;
-An examination for promotion in military rank in the case military officers in civil
employ; and
-Examination to test the fitness for crossing efficiency bars in the case of Civil
and Assistant Civil Surgeons.
T A to journeys to attend examinations
However, the TA, claim may be disallowed if it is so considered that the G S has
culpably neglected his duties for preparing for the examination ; or
He does not display a reasonably standard of proficiency in an examination
which is obligatory.
Note: In obligatory examination if secured not less than 25 % marks
TA for second time will be admissible if qualifies the examination.
Government servants called for interview
For interview in connection with the appointments to posts which are not
advertised and with which the UPSC is not concerned can be granted travelling
allowance without daily allowance.
T A to SC / ST candidates called for interview
When SC / ST candidates are called for interview for appointment for Group C
and D posts (advertised) recruitment to which is made departmentally, to and fro
fares by second class train / bus fare for the distance 30 km away may be
reimbursed.
This benefit is not admissible to government servant already in service.
Interview for Group A and B posts under Central / State govt. will be entitled for
T A.
T A to unemployed persons called for interview
A single second class fare is admissible if the distance from the place of
residence to the place of interview is more than 250 KM.
Certificate of unemployment to be produced.
T A to G S under suspension
Eligible at the rate of T A on tour for attending the inquiry from the place where
the G S has been permitted to reside.
No T A if inquiry is held at an outstation at the request of the G S.
