TENURE SYSTEM
• Concentration of Land in the hands of Feudals and Landlords
Feudal do not cultivate the land themselves, rather their lands are cultivated by tenants. While feudal are livings in big cities
but at the time of harvest, they reach there to get their share. These feudal hardly spend any thing on land. They do not provide any
capital, managerial facilities and other measures to boost agri-productivity. These type of attitude usually exploit the tenants.
• Exploitation of Tenants
Due to illiteracy and unawareness about other job facilities, poor tenants usually exploited by landlords. Landlords charge
higher rents from tenants and usually they maltreat the tenants as they must perform so many functions without payments.
• Uneconomic Farming Units
In Pakistan, lower agri-productivity, is not only just attributed to absentee landlordism and lack of incentives on the parts
of tenants but the landlord have also distributed the lands in smaller units to increase their power and influence. Moreover, these
lands are fragmented into different areas and regions

• Subdivision and Fragmentation of Holdings
By subdivision we mean the division of land of forefathers amongst their heirs. But
sometimes it also happens that owners sell some part of their lands. Thus, division of land
in smaller parts is called subdivision.
The concept of fragmentation of holdings is different from subdivision. This represents
the situation where the land of the owner does not occur at the same place. This issue of
fragmentation is greatly felt I the unirrigated areas as compared with irrigated areas.
