IDEA Mandatory Requirements

● Each state must develop a plan to ensure a free and appropriate


education for all children. The state’s plan must include:
○ Goals to address graduation and dropout rates, and other factors.
○ A policy to ensure certain due process to children with disabilities.
○ Personnel, facilities, and related services to meet the needs of
children with disabilities.
○ Well-designed system for allocating funds to local school districts.
○ States must follow the legal language of the Least Restrictive
Environment clause of the IDEA.
