 Political leadership - ExCo, Honourable Commissioners
and the State House of Assembly (SHoA) - at the top
(Policy making);
 MEP&B in the middle (provide good information,
especially on:
 aggregate resource availability, and
 technical advice on strategic options,
 within the confines of resource limitations); and
 Sector line MDAs in the sectors (where the real work for
MTSS on a Pilot Basis

It is advisable to start MTSS on a pilot basis:


 Mistakes are bound to be made > Lessons learnt before total roll-out;
 Technical and human challenges of a new approach. It is thus sensible to experiment
with these in a small number of sectors at first.
 Success with verifiable improvement in implementation will encourage roll-out
without prompting;
 Central planning ministry capacity to provide support is limited and needs to be built.
What to do to produce MTSS

N.B. - Systemic peculiarities and the fact that MTSS is new in Ondo State some of
the conditions may not be in place.

Pertinent question is, “how do we start?”


Not meant to describe steps in the process, it is at best in a roughly logical order
What to do to produce MTSS

1. Conduct annual budget performance review, using feedback from all


stakeholders (public and private sectors) based on public monitoring;
2. Obtain or receive outline of approved multi-year budget envelope projections
from MEP&B, based on policy priorities, macro-economic framework and fiscal
projections;
3. Review Policies - Global, National and State policies and decide upon
necessary changes to sector outcomes and policy targets;

4. Collect baseline data and conduct operational research > development of


strategy options involving the public;
5. Develop sector strategies that meet the sector’s key policy priorities;
6. Confirm that the strategies involve collaboration with other partners – other
sectors, federal and local governments, and the private sector (more generally civil
society) - and check for probable regulatory and legislative changes as key
elements of strategy;

7. Check for intra and inter sector implications and trade offs of strategy options;
8. Formulate programme descriptions of inputs and activities, including
outstanding (existing) contract commitments;
9. Prepare the framework for capital and recurrent cost projections of the entire
sector strategy and programmes within the multi-year budget envelope
projections;
10. Scrutinise, and if necessary revise, the technical feasibility of proposed strategy
options;

11. Examine organisational capacity requirements necessary to execute


programmes, and revise proposals until they are reduced to a level that can be
implemented with current capacity;
12. Use the resulting costed description of programmes (materials and persons) as a
basis for the annual budget submission; and
13. Establish a performance management and monitoring framework that has both
internal (government) and external (public) involvement, to confirm that as the
strategy is being implemented, envisaged outputs are achieved.
