Bagian yang paling terkenal dari model rancangan pembelajran
adalah merumuskan tujuan khusus pembelajaran, atau
sering disebut tujuan perilaku.
Pada tahun 1962, Robert Mager telah mempengaruhi
komunitas pendidikan melalui penekanannya pada perlunya
pernyataan yang jelas dan tepat tentang apa yang harus dapat
dilakukan siswa ketika mereka menyelesaikan pembelajaran.
Istilah tujuan perilaku menjadi lebih dikenal bagi banyak
pendidik di tahun 1960-an.

Pembelajaran
Mungkin yang paling dikenal dalam model rancangan pembelajaran adalah
merumuskan tujuan khusus pembelajaran atau yang sering disebut tujuan
khusus perilaku Mager (1997) pertama kali menggunakan istilah tujuan
perilaku pada tahun 1975 untuk menekankan bahwa itu adalah pernyataan yang
menggambarkan apa yang akan dapat dilakukan siswa. Marken dan Morrison
(2013) memberikan analisis yang menarik tentang istilah-istilah yang terkait
dengan tujuan khusus dari tahun 1970-an hingga 2000-an. Tujuan
pembelajaran/tujuan pembelajaran menggambarkan apa yang peserta didik
akan dapat lakukan kelak ketika mereka sudah menyelesaikan satu set
