Departments
Its role is advisory utilizing the personnel
policies of the organization, the data it
accumulates and the studies it makes of their
workers.
The Human Resources Department cannot and
should not be made responsible for this
motivational task of line managers since it will
mean intrusion into a territory beyond its
jurisdiction.
If personnel departments have any clear
responsibility it is for the performance of the
company's human resource. There expertise and
responsibility lie in selecting, training, appraising
rewarding, organizing and designing the job of the
employee.
Relationships Between the
Human Resources Department
Manager and other His Own Staff
The Human Resources Department manager
exercises line function over the workers within his
department, like the other line managers. He has direct
control and supervisory powers over them. He leads
and motivates them in the same way that his co-line
managers lead and motivate their own subordinates.
