4. HISTORY OF THE SCHOOL:

BACKGROUND HISTORY OF OUR LADY OF THE MOUNTAINS MISSION SCHOOL
INC.
Sitio Cabagtasan ,Brgy Codcod is a place of happiness ( Purok Masinadyaon). A place of God’s

creation, a place of rice terraces, trees and mountain ranges. A Community with vast population, families

and young individuals with a dream. The common problem of this community is that, it doesn’t have a

High School building for those individuals who want to continue their studies and have a better life in the

future. People believed that God is good, they never lose hope until their dreamed building successfully

raised and named as “ OUR LADY OF THE MOUNTAINS MISSION SCHOOL”, located in the

mountainous place of So. Cabagtasan.

During the 3rd quarter of 2008, Bishop Advincula requested a lay missionary who is staying in So.

Cabagtasan to conduct a survey to detemine if a secondary high school is possible in the area of Brgy.

Codcod. The initial survey showed that 134 students from the neighbouring elementary schools and those

who have stopped schooling were willing to enrol if a secondary high school is established. Secondly, he

asked the lay missionary named Sr. Amila Yap Quinto to look for donors of a lot for the purpose of putting

up a high school,a church and a rectory. Fortunately, she found a donor for the school lot in the family of

Perolino and Barayoga for the church and rectory.

In the early part of 2009, the ground planners found out that the 2 lots are part of the claim of the

Iliranan tribe, an indigenous group settling in the area. Secondly, that area is within the territory of the
Mount Kanlaon Natural Park (MKNN). On the same year, Bishop Advincula together with the 9 priests

met the land donors to discuss further some of the agreements. The donors accepted the agreement set

upon the Diocese of San Carlos and approved by many that the mission school building will be

constructed. After those negotiations and agreements, the land was measured by the representative from

Diocese of San Carlos together with the land donors and family. The donated area of the land measured

almost two hectares.

To follow the process as suggested by the National Commission on Indigenous Peoples (NCIP) in

the Province, the Iliranan Tribal Council sent to the Bishop a letter of request stating that the indigenous

people in the area need a school, a church and a rectory for the priest (letter is attached).

Because of this, there were consultation and dialogue with the tribal council in the presence of

NCIP representatives together with Provincial Environmental Natural Resources Officer (PENRO) Jesse

Vego during the month of February. Since there were no objections from the IPs, the request and the

affirmative response of the Bishop were finalized.

Since Mount Kanlaon Natural Park (MKNP) is under the management of the Protected Area

Management Board (PAMB), the ground planners sent a letter to Forrester Rex Molavin, the coordinator

of PAMB if they can present the project proposal during their regular meeting (letter is attached). During

their meeting on March 24, 2008 this representation was told that the request is being calendared in the

“other matters”. Since it was already late, this representation was not able to wait and went home.

From that time onward, his Excellency, the Most Rev. F. Advincula, Jr., the Bishop of San Carlos

waited for any communication from PAMB. No communication, formal or verbal was received. We

presume that our request has been granted.

Because of the urgency of the setting-up of the school buildings, Rev. Fr. Edwin Laude and
company wrote a letter to Brgy. Captain Carlito Lastimoso and requesting his appearance to present the

proposal. The Bishop met him personally in the Brgy. Hall to formally ask permission for the project.

After that, the movement of the ground started to build the classrooms in the month of May. The

parents as well as children were very anxious if the planned school will really push through. The ground

planners were looking forward to open the school year by June 8, 2009. With very limited funds, the

construction of the building started through (DAGYAW). The first building fabricated was fully made of

BAMBOO that were donated by the parents. For the posts, that parents cut “hinagdong” trees from the

donated lot. To accelerate the work, the 66th IB helped through the “Brigada Eskwela” program.

On May 23, 2009, the Bishop received a letter from PENRO Vego and Mr. Molavin advised to

cease and desist from pursuing the plan until the PAMB approves the proposal. The Bishop obediently

followed their directive.

While the process in securing the proper documents and permits from NIP, DENR, and LGU, our

application from SEC was granted, and DEPED Division Office of San Carlos endorsed the application

to operate to the Regional Office.

Moreover, the school founder Most.Rev. Jose Advincula invited the Franciscan Apostolic Sisters

to administer the school. In the school year 2009-2010, the newly constructed four- classrooms

accommodated group of one hundred ninety-eight learners and one faculty room for teachers. The

pioneering teachers were Mariecris R. Jawel, Bernadith C. Ogatis, Ezra Calago, Juanito Saldua, Maria

Impil, and +Develyn Cantara. The students were very glad and thankful for they don’t need to travel so

far to finished their studies and reach the desired goals and dreams in life. The pioneering graduate were

the following: Jomalyn S. Villegas, Rina R. Dalmacio, Ruel Castro, Gretchen Flores, Geraldine Flores,
Floragen Perolino, Rosa Perolino, Marvin Perolino, Jennybel V.Amaca, Joan Esquireda, Geralyn

Gabutero, Ma.Tesha Amban, Maylen Mission, Maricel Suelas and Imee Cortez.

Lastly, by God’s perfect time, the school OLMMS Inc. officially entitled as PRIVATE SCHOOL

of the SECONDARY EDUCATION. This institution owes her growth and expansion to many generous

benefactors of the Vineyard of the Lord who silently donated.
