What is Enhanced Survey Program?

When is Enhanced Survey Conducted?


Ship Surveys
- Ship Survey should be done as prescribed by SOLAS
Chapter 1 Regulation 6-10.
- ESP should be carried out during these surveys.
- The Administration ( Flag State ) has the authority
regarding the surveys as stated in the Convention.
- However, the Administration may entrust the survey to
the class societies on their behalf.

ESP Code 2011
International Code on the Enhanced Program of
Inspections during Surveys of Bulk Carriers and Oil
Tankers (2011 ESP Code)
Adopted on – 30 November 2011 by Assembly resolution

regulation XI–1 / 2 (resolution MSC.325(90))
Entered into force 1 January 2014
2011 ESP Code will be mandatory under MARPOL

Pending the entry into force on 01 October 2014
The Maritime Safety Committee (MSC) agreed that the
Code should be closely aligned with the IACS Unified
Requirement (UR) Z10 (Hull Surveys) in order to keep
it simple and user-friendly. Consequently, MSC 92 in
June 2013 concurred with a procedure for regular
updates to the 2011 ESP Code developed by the Sub-
Committee on Ship Design and Construction (DE) at
its fifty-seventh session.
The 2011 ESP Code supersedes the Guidelines on the
enhanced programme of inspections during surveys of
bulk carriers and oil tankers (resolution A.744(18)).

skin construction

Repairs
Any damage in association with wastage over the
allowable limits, or extensive areas of wastage over
allowable limits, which affects or, in the opinion of
the Administration, will affect the ship’s structural,
watertight integrity, should be promptly and
thoroughly repaired. Areas to be considered include:
1. bottom structure and bottom plating
2. side structure and side plating
3. deck structure and deck plating
4. watertight and oiltight bulkheads
5. Hatch covers and hatch coamings, where fitted
