To promote and strengthen rural-urban linkages via co-ordination of


agencies involved.

To attract foreign investment as per required infrastructure development by


encouraging private and public-private partnerships. 
To identify & utilize the financial resources.

To develop a system for supply of affordable lands &


dwelling units accessible to different ethnic groups.

WORKING POLICIES
I. For Objective 1

Provide special facilities and incentives to the industrial concerns established in the designated backward areas.

Encourage establishment and development of small to medium and large scale industries.

Develop link between main markets in terai and the Himalayas

Discourage development of the settlements along the highways.

Channelize and mobilize both private and public investment.

Attract foreign investors by ensuring technology transfer.

Shift industrial and commercial activities that adversely affect the environment and cultural identity.

Implement programs to sustain and consolidate the rural-urban 

Linkages in terms of supplying agricultural products


II. Working Policy for Objective 2
Encourage the private sectors to invest in urban infrastructure development through promotion of public-private partnerships.

Expand the financial base of the local bodies via exploitation of its revenue potentials.

Establish systems to allow local bodies to obtain loans and collect taxes.

Encourage Town Development Fund (TDF) to participate in land development programs.

Pay more attention to provision of facilities to the pedestrians, cyclists & physically disabled people in transport management.

Encourage the use of vehicles which apply alternative sources of energy.

Adopt & implement innovative approaches in the form of land banking and land exchanges.

Develop information system to keep track of land availability.

Prohibit building construction in the natural disaster prone areas.

Promote agro-business as an integral part of urban economic development.

CONCLUSION
Due to urbanization, there has been the problem of increasing in-migration
causing the urban areas to ne unmanaged and rural areas to be abandoned.
Hence, development and implementation of proper plans and policies by taking
both central government and local bodies hand-by hand is very essential in our
country.
     The plans and policies of 2007 drafted, if implemented properly, may bring
tremendous changes and pave the pathway to a bright path for the country in
future.
