A POST COVID INDIA
A study to analyze the working of
Vertical Power Sharing system of
Governance during COVID-19
(Second wave) and post COVID-19.
OBJECTIVES OF THE STUDY

 To understand the functioning of the vertical


power sharing of the government.
 To check the ground reality of Centre-State

relations with the help of the statistical data.


 To understand whether the state

governments were able to face the Second


wave on their own or were still dependent on
the Union government for directions?
 Developing a vision for a ‘Functional

Decentralized machinery.’
METHODOLOGY

 Take example of any one of the following


states, Delhi, Maharashtra and Uttar Pradesh
and collect the data on the following-
 Steps taken by the Union Government for Covid
management (funds and other supplies) in
these states during the Second wave.
 Delegation of power at the times of crises
situation.
 Planning and implementation of the policy
regarding :

Testing Hospitalization

facilities

EVALUATION

 Was the state selected by you able to deal with the second
wave independently?
 Were the measures equally and effectively implemented in the
urban and rural parts of the state that you selected ?
 In today’s circumstances when the entire country is in a ‘war-
like’ situation with pandemic Covid-19, has vertical power
sharing actually taken place or is it party-politics that has
taken a precedence. Justify your answer with appropriate
reasons and data.
 Looking ahead and when we are re-imagining a world after
COVID-19, Do you think we need a similar Global de
centralized system where the Developed nations should share
their resources and techniques with the least develop
countries in such circumstances and in normal times as well?
