Project background

The concept of public service project highlights he


development of a specific program, in most cases,
involving the government.
These are set to create a direct benefit to he general
public primarily those within its proximity.
In ensuring success of the proposed projects, there is need
to sustain good stakeholder relationship through
collaboration.
Project background
 In formulating and implementing a specific project, the
responsible agency primarily focuses in creating the
greatest benefit from the utility to the people targeted.
 As a resident of California and its environments, the
government has established several projects that create
sustainability in public transport (Outwater et al., 2018).
 In this region, the government is efficient in establishing
public service projects that stimulate the economy
progress of the state and nation as whole.
Location
 The selected projects in this analysis is the California
High-Speed Rail project enacted by the government.
 The primary purpose of the project was easing and
promoting quality and fast transport among the citizens
(Chester & Horvath, 2016).
 The project was initially formulated due to the surge in
level of economic operations around California which
created need for better transport systems.
Key Stakeholders

 The paramount stakeholders in this project is the California High-


Speed Rail Authority (Authority) responsible for planning,
designing, building, and operating the first high-speed rail
systems.
 In this service project, the primary stakeholders involved is the
United States federal government through the Department of
Transport.
 Also, the California state, external investors, as well as the
interstate governments were considered key stakeholders since
they would directly and indirectly benefit from the project (Hess
et al., 2017).
Project Timeline

o In completing the public service project, there were two


phases to be covered each with unique goals.
o In the first phase, there were representations of the
proposed timetables indicating the various routes that
would be traversed and expected dates of completion.
o In this, the earliest was approximated around 2025 while
2029 being the latest (Sands, 2018).
o In the second phase, it incorporated specific timetables
for the expected routes.
Challenges

 Completing this project was encountered with several


challenges that tend to hinder its effectiveness.
 Specifically, there were issues with financing considering
the need to immense funds to steer the project to its
onset and progression (Murakami & Cervero, 2018).
 The proposal also would impact different business
operations, concerns due to weather changes, as well as
potential legal restrictions in the project plan.
Challenges
Moreover, there are attributed issues with project delays
that would lead to an extended date of completion
hindering achievement of goals.
In the development course of the project, it has been
subject to different public hearing signifying the potential
setbacks in its progression.
As a result, it has led to the leadership changes including
the change in the chief executive officer.
Overcoming Challenges
 In understanding the challenges, there are several
proposals made in the project to minimize the prevalence
and associated impact.
 Primarily, there are efforts to establish alternative
sources of financing to guide the project to its expected
course and timeline (Outwater et al., 2018).
 Additionally, ensuring that the programs are set well
ascertains continuity in the affected business enterprises.
 Lastly, it is considered ideal to adopt legal advisors to
help with different project operations.
Current Status of the project
 In the present, the project is still viable although it is not
electrified.
 This seems to rely on California’s ability to compete for
money if Congress passes President Joe Biden's
infrastructure plan, which includes tens of billions of
dollars for rail projects (Sands, 2018).
 Currently, there is the anticipation in its completion has
created considerable loss of public satisfaction in the
welfare of the project as it has fallen much below its
prospects.
Suggested improvements

 In proposing for improvements in the project, i will be


ideal to recommend identification of different sources of
financial aid.
 This would be effective in evading cases of project delay
due to lack of capital which extends its timeline (Chester
& Horvath, 2016).
 Similarly, it would be essential to carry out timely
auditing of diverse operations of the project to analyze
and evaluate the progress in the project.
Suggested improvements

Additionally, it is critical to note that the project is one of


the best projects due to the nature of the prospects
included.
As a result, it is best to implement strategic policies that
help manage the uncertainties of the project to prevent
project stalling.
Through sustainable project planning, it will grant the
project an upper hand in its course to success creating a
long-term benefit to the citizens (Chester & Horvath, 2016).
Elements that stood out

 In evaluating this project, there are specific elements that


were insightful.
 Primarily, this project relies on thee need to create a
faster form of transport to the citizens which is a vital
effort attained through well-collaborated projects.
 Also, I believe the project is beneficial to the people in
different ways such as creation of employment
opportunities, enhance social welfare, as well as
economic boost.
