WRITINGS OF JOSE RIZAL, PARTICULARLY HIS
NOVELS NOLI ME TANGERE AND EL
FILIBUSTERISMO

WHAT IS THE RATIONALE BEHIND
THE PASSAGE OF RA 1425?
• There is a need for a re-dedication to the
ideals of freedom and nationalism for
which our heroes lived and died.
• In honoring our heroes, particularly the
national hero and patriot, Jose Rizal, we
remember their lives and works that
have shaped the national character of the
Filipinos.
WHAT IS THE RATIONALE BEHIND
THE PASSAGE OF RA 1425?
• The life, works and writings of Jose Rizal
particularly his novels Noli Me Tangere and El
Filibusterismo, are a constant and inspiring
source of patriotism with which the minds of
the youth, especially during their formative
and decisive years in school, should be
suffused.
• All schools are enjoined to develop moral
character, personal discipline, civic conscience,
and to teach the duties of citizenship.
THREE MAJOR PROVISIONS:
• First, it directs educational agencies such as the Department of
Education and the Commission of Higher Education to include
in the curricula of all schools, colleges and universities, public
or private, the study of the life of our national hero, with
emphasis on the original or unexpurgated versions of the Noli
Me Tangere and El Filibusterismo.
THREE MAJOR PROVISIONS:
• Second, it obliges all the libraries of all schools, colleges and
universities to maintain an adequate number of copies of Noli
Me Tangere and El Filibusterismo in their collections as well as
other materials related to the life of Rizal. .

• Third, it directs the Board of National Education to take charge
of the translation, reproduction and distribution of printed
copies of Rizal’s novels to interested parties through purok
organizations and barangay councils, free of charge.
OTHER LAWS RELEVANT TO RIZAL

• Act 137 which changed the name of the politico-


military district of Morong to Rizal, in honor of the
most popular Filipino of his times.
• Act 243 which solicited national contributions to
finance the construction of Rizal’s monument at the
Luneta.
• Act 345 which declared his death anniversary as a
holiday. Rizal is the only national hero with two
official holidays in his honor.
REPUBLIC ACT NO. 229

• An Act to prohibit cockfighting, horse racing and jai-alai on


the thirtieth (30th) day of December of each year and to create a
committee to take charge of the proper celebration of Rizal
Day in every municipality and chartered city.

Culture and Sports and the Chairman of the
Commission on Higher Education to fully
implement RA 1425, issued by Fidel V.
Ramos on the commemoration of the
centennial of Rizal’s martyrdom in 1996 .
