INFORMATION ENVIRONMENT (IE)

• INFORMATION - Consists of circumstance, data or the information itself
and the means in which it is conveyed.
• In concepts of communication…
– Bit  Byte  Data  Information  Theory  Knowledge  Truth
• As a medium
– Info is a means or pathway by which communication
Information Flow
takes place
– Focus is on the mechanics of info (i.e., systems and
networks) Duality
• As a message
– Info is an object that contains meaning Information Content

INFORMATION ENVIRONMENT (IE)

• … a must to understand in IO
• … the aggregate of individuals, organizations or systems that
collect, process or disseminate or act on an information
• … co-exists with the physical and OE
• … where decision making occurs – where humans and automated
systems observe, orient, decide, and act upon information
• … resides within each of the four domains (societal organizations,
media, communication systems, and populace)

“AFP Core Values: Honor, Service, Patriotism”

Information Operations (IO) is the systematic process of
integration, synchronization, and coordination of information
activities, to achieve synergistic (optimum combined outcome
of) lethal and non-lethal effects, in order to affect the decision-
IO & making process of a defined target while protecting our own.
CMO
Definition
CMO is defined as planned activities undertaken
independently or in coordination with civilian entities to gain
popular support in favor of the AFP, weaken the adversary’s
will to fight, and influence threat groups to abandon armed
struggle in support of the accomplishment of the AFP mission.

• Ensure collaborative Planning and Execution of military and non-military
Capabilities
• Selection of capabilities will depend on the Kinds of Operations to be conducted,
Commander’s Mission Intent, Purpose End-State, & Desired Effect that can best
support them
• INTEL & OPSEC Requirements must be always included in all IO Support Plans
• IO DOES N0T OWN ANY of the capabilities available, it only coordinates,
integrates, synchronizes, negotiates, and de-conflicts the different IO capabilities
and information effects
• Ensure the use of Synch Matrix as a tool in monitoring the synergy of selected
capabilities in achieving desired IO effects
