• Your client is the India’s Ministry of Road Transport and Highways (MoRTH)
• A senior bureaucrat within the ministry came back from a vacation in Europe recently. During his trip, he experienced
a flat tire and when he opened the trunk to access the spare tire, he noticed a label which displayed the tire's rolling
resistance, wet grip and noise ratings.
• He found this interesting and upon further research learned that EU's regulation UNECE R117.02 makes it mandatory
for tires to place this label on each tire sold in the marketplace. The regulation also put in place minimum required
performance levels for each of the three parameters.
• On his flight back, he was wondering if the ministry should launch a legislation like this in India. He also wondered
whether all three parameters are relevant. He has decided to engage your firm to determine whet help him solve this
dilemma
