The Barangay Chairman

The Barangay Chairman

Punong Barangay
- Chief executive of the barangay

 Negotiate, enter into, and sign contracts for and in behalf of the barangay, upon authorization of
the sangguniang barangay
 Call and preside over sessions of the sangguniang barangay and the barangay assembly and vote
only to break tie
 Upon approval by the majority of all the members of the sangguniang barangay, appoint or replace
the barangay treasurer, the barangay secretary, and other appointive barangay officials
 Organize and lead an emergency group whenever the same may be necessary for the maintenance
of peace and order or on occasions of emergency or calamity within the barangay

 In coordination with the barangay development council prepare the annual executive and
supplemental budgets of the barangay
 Approve vouchers relating to the disbursements of barangay funds
 Enforce laws and regulations relating to pollution control and protection of the environment
 Administer the operation of the katarungang pambarangay in accordance with the provisions of
the LGC
 Exercise general supervision over the activities of the sangguniang kabataan
 Ensure the delivery of basic services as mandated under the LGC
 Conduct an annual palarong barangay
 Promote the general welfare of the barangay

The Sangguniang Barangay – consist of the Ang Sangguniang Barangay – isang
Punong Barangay as Presiding officer and kalipunang tagapagbatas ay binubuo ng
seven(7) regular members elected at large and Punong Barangay bilang tagapangulaong
sangguniang kabataan chairman, as members opislyal at pitong regular na kasapi ng
Sangguniang barangay an inihalal na
pangkahalatan at ang puno ng Sangguniang
Kabataan bilang kasapi

The Sangguniang Barangay –

- Enact tax and revenue ordinances

- Enact annual and supplemental budgets
- Provide for the construction and maintenance of the barangay facilities
- Submit to the sangguniang panlungsod/bayan such suggestions or
recommendations as they may see fit for the improvement of the barangay or
for the welfare of the inhabitants
- Authorize the punong barangay to enter into contract in behalf of the
barangay
- Authorize the barangay treasurer to make direct purchases in an amount not
exceeding P1,000 at any one time for the ordinary and essential
administrative needs of the barangay

The Barangay Treasurer
The Barangay Treasurer shall:
- Keep custody of barangay funds and properties;
- Collect and issue official receipts for taxes,
fees, contributions, monies, materials and other
resources accruing to the barangay treasury and
deposit the same in the account of the barangay;
and
- Disburse funds in accordance with the financial
procedure.
Ang Tresorero ng Barangay
Ang Tesorero ng Barangay ay dapat na:
- Mag-iingat ng mga pondo at ari-arian ng
barangay;
- Sisingil at mag-iisyu ng mga opisyal na resibo
para sa mga buwis, mga butaw, mga kontribusyon,
mga salapi, mga kagamitan at lahat ng iba pang
yaman na mapupunta sa tesurerya ng barangau at
idedeposito ang mga nabanggit sa kuwenta ng
barangay; at
- Magpapalabas ng pondo na naaayon sa
kapraanang pinansiyal.

The Barangay Treasurer

Ang Tresorero ng Barangay
The Barangay Treasurer shall:

• submit to the punong barangay a statement covering the actual and estimates of income and
expenditures for the preceding and ensuing calendar years,

• render a written accounting report of all barangay funds and property under his custody at the end
of each calendar

• Certify as to the availability of funds whenever necessary

The Barangay Secretary Ang Kalihim ng Barangay

The Barangay Secretary shall: Ang Kalihim ng barangay ay dapat na:

- Maging tagapag-ingat ng lahat ng

- Keep custody of all records of the rekord ng mga pulong ng sangguniang
sangguniang barangay and the barangay barangay at kapulungang barangay; at
assembly meetings; and
- Maghahanda at mag-iingat ng mga
katitikan ng lahat ng pulong ng

The Barangay Secretary

Ang Kalihim ng Barangay
The Barangay Secretary shall:

- Prepare a list of members of the barangay assembly and have the same posted in
conspicuous places
- Assist in the preparation of all necessary forms for the conduct of barangay
elections, initiatives, referenda or plebiscites
- Assist the municipal registrar in the registration of births, deaths and marriages
- Keep and updated record of all inhabitants of the barangay
- Submit a report on the actual number of barangay residents as often as may be
required

Sangguniang Kabataan
- There shall be in every barangay a
Sangguniang Kabataan to be composed
of a chairperson and seven (7) members
who shall be elected by the registered
voters of the Katipunan ng kabataan.
The Sangguniang Kabataan Chirperson
shall with the concurrence of the
majority of the Sangguniang Kabataan
members, appoint from among the
members of the Katipunan ng Kabataan
a secretary and Tresurer.

- Dapat magkaroon sa bawat barangay
ng isang sangguniang kabataan na
binubuo ng isang tagapangulo at pitong
(7) miyembro na dapat ihalal ng mga
rehistradong botante ng Katipunan ng
kabataan. Ang Pangulo ng
Sangguniang Kabataan sa pahintulot
ng nakararaming kasapi ng
Sanguniang Kabataan, ay magtatalaga
mula sa mga kasapi ng Katipunan ng
kabataan ng kalihim at tesorero.

barangay a lupong tagapamayapa,
hereinafter refererred to as the
lupon, composed of the punong
barangay as chairman and ten (10)
to twenty (20) members. (Section
399 a LGC).
