 CHAPTER III: REVENUE OFFICER
SECTION 11: It states that there are total of 12 categories of revenue officer
under CG LRC
SECTION 12: It takes about superintendence of revenue officer. The
hierarchy is as follow: (a) State Govt at Top
(b) Commissioner at division level (sambhag)
(c) Collector at district level

 REVENUE OFFICER
• Section 13: It gives power to State govt to make, create, alter or abolish any
division, district, sub-division or tehsils. Just State govt have to publish same in
CG Gazette and invite any objection. However govt will only take into
consideration any objection and it is not bound by any such objection.
• SECTION 14: It is special provision by which State govt will appoint a one
Commissioner for a division. He not only have power of commissioner but also
govt can delegate him any power given to Govt under CG LRC.
• SECTION 15: It takes about Additional Commissioner of division. One or more
Addt Commissioner may be appointed by State govt and while exercising function
of Commissioner of Division he will be denoted as Commissioner of Division. In
each division there can be one or more additional commissioner ….CNTD

 REVENUE OFFICER
• SECTION 16: State govt will appoint Collector in a district

• SECTION 17: State govt may appoint one or more Additional Collector. While
exercising function of Collector he will be denoted as Collector.
• Note: Commissioner and Collector are mandatory post which need to be
appointed by State Govt whereas Addt. Collector or Addt. Commissioner is
optional post and it may be appointed by State Govt.
• SECTION 18: State govt may(again optional) appoint one or more Asst
Collector of 1st AND 2ND Grade, Joint Collector and Deputy Collector.

 REVENUE OFFICER
• SECTION 19: State govt may (optional) appoint one tehsildar in each tehsil.
Whereas it may appoint one or more naib tehsildar and Additional Tehsildar.
SECTION 20: State govt may appoint one or more Superintendents of Land
Records and Assistant Superintendents of Land Records in each district. SECTION
22: State govt can depute any Deputy/Assistant/Joint Collector to govern one or
more sub-division falling within same division. When he is deputed in a sub-
division he will be as denoted as Sub-Divisional Officer
• SECTION 23: Another provision which takes about hierarchy
(a) Sub- Divisional will lead in Sub-Division
• (b) Tehsilder will lead in Tehsil and under him naib tehsildar will work….CNTD

 REVENUE OFFICER
SECTION 24: If State govt is wiling it can delegate to any person any powers
given to Revenue Officer under the Act. Secondly, it can delegate power of
higher Revenue Officer to Assistant Collector, Tahsildar or Naib-Tahsildar
SECTION 25: Once a additional power is given to any Revenue officer, in case
he is transferred or promoted he will still have that additional power.
SECTION 26: In case any Collector is either ill or can’t discharge his duties.
Any officer who is temporarily in charge of office will be deemed as Collector
till State govt appoints new Collector

 CHAPTER IV: PROCEDURE OF REVENUE OFFICER AND
REVENUE COURT
SECTION 27: Every Revenue Officer need to hear matters only inside at his
local jurisdiction. However, Sub-Divisional Officer can hear matter anywhere
in district of which the sub-division is part of. E.x. Takatpur SDO can have
place of seat in Bilaspur
SECTION 28: Act give power to Revenue Officer, Revenue Inspector,
measurers, patwaris and servant of all 4 of them can enter in any land for the
purpose of survey. While entering to garden attached to home there require the
permission of occupier of home. Person entering upon the garden need to give
atleast 24 hour notice to occupier of home

 CHAPTER IV: PROCEDURE OF REVENUE OFFICER AND
REVENUE COURT
SECTION 29: This section gives power to Board of Revenue and
Commissioner to transfer cases from one Revenue Officer to another either
within same district or other district
SECTION 30: (1) Collector or a Sub-Divisional Officer can transfer any case
which is heard by him to subordinate Revenue Officer or they can withdraw
any case tried by any subordinate Revenue Officer and try the case itelf
(2) Commissioner, a Collector, a Sub-Divisional Officer, or a Tahsildar can
transfer any case which is heard by him to subordinate Revenue Officer.

 CHAPTER IV: PROCEDURE OF REVENUE OFFICER AND
REVENUE COURT
SECTION 31: While Board of Revenue is discharging judicial function, they
will be deemed as Revenue Court
SECTION 32: Revenue Court will have inherent power only in case
(a) End of justice (b)prevent the abuse of process of the Court
*study what is inherent power of Court
