to introduce some key information about working at Hertfordshire County
Council and to assist you in your assignment. If you have any questions

The Guidant Global account team


Guidant Global are the managed service provider for Hertfordshire
County Council. Our role is to manage the booking process for
all temporary recruitment, as well as providing social values and monitoring the
diversity of its workforce. We work in partnership with the Council to ensure its
values are met across its temporary workforce and partner with temporary
agencies to achieve this.

Please feel free to talk to any of the team members with any queries that you have.

Your first day


Make sure you familiarise yourself with the information,
policies and schedules found in these induction notes.

• By the time you arrive at HCC, the Guidant team will have liaised
with your department who will know your name and time of arrival.
• When you arrive, report to reception and ask for the contact name you
have been given by your agency.
• A temporary/contractor security pass will be arranged by your line
manager - this will be active until your last day.
• Your agency must supply you with an Agency ID badge that
must be worn at all times whilst on site.

Your last day

Bus timetable
Arriva are the local provider for the bus service throughout Hertfordshire.

Dress code
HCC supports the appropriate use of business casual dress. You should,
however, always dress appropriately for necessary duties and plan for the
day ahead. Some divisions of HCC are more formal than others; therefore
we suggest you dress smartly on the first day of your assignment.

Hours of business
The standard hours of business at HCC are 9am - 5pm.
Some areas will vary from this but you will have been given your start / finish
times by your agency before the start of assignment.

Parking
All car park users must comply with the mandatory guidelines for their
respective work bases and ensure that a parking permit is obtained and used
appropriately. Permit forms are obtainable from HCC’s intranet and will be
shared with you by your line manager during your induction.

Restaurants
Excellent catering facilities are available in each of
Hertfordshire’s main buildings.

Security and access


A temporary / contractor security pass will be arranged by your line manager
- this will be active until your last day. A full security policy can be found on

Key policies and procedures


Absence procedure
If you are sick or running late you must always speak directly
to your agency within one hour of your start time. They will then inform
Guidant who will contact HCC. Please try and inform your agency by 3pm if
you will not be in the following day. If you are unwell, we will always try to
keep your assignment open if we can.

Change in assignment
If there are any changes to your assignment, in most cases,
your line manager would make you aware directly. Your manager will also
inform Guidant of these changes who will then notify your agency.

Confidentiality
As a temporary worker, you will have signed a copy of the HCC
confidentiality agreement. We would like to remind you that this agreement
applies to any assignment you undertake with them and applies to all areas of
their business.

Whistleblowing procedure
Hertfordshire County Council is committed to the highest standards of transparency, probity, integrity
and accountability.

Their Whistleblowing procedure is intended to provide a means of making serious allegations about
standards, conduct, financial irregularity or possible unlawful action in a way that will ensure
confidentiality and protect those making such from being victimised, discriminated against or
disadvantaged. The full policy and procedures
can be found on HCC’s intranet.

Working time guide


The County Council is committed to providing a healthy working environment recognising that
employees are more productive if they maintain a healthy balance between their life at work and life
at home by ensuring that employees do not work excessive hours and have adequate breaks from
work.

The working time regulations came into effect in 1998 and were adopted as a health and safety
measure placing restrictions on employees daily, nightly and weekly working. The regulations
currently enable employees to individually opt out of the
48 weekly limit but Hertfordshire County Council do not allow employees to opt out due to
health and safety.

The entitlements provided for within the working time regulations can be found on HCC’s
intranet.

Security procedures
Bomb and terrorist threats
A Bomb Threat Checklist is accessible from HCC’s intranet which prompts for observations to
make in the event that staff receive a bomb threat by telephone
/ in person. Staff should keep a copy of this form available for quick use and immediately
contact site security with details of the threat, who will implement the site’s bomb threat
emergency plan. Please contact your Line Manager should you require any additional
information.

Bribery act
Hertfordshire County Councils bribery act policy:
Employees must refuse any gift they are offered by external contacts or service providers other than
small items such as stationary, sweets or similar token small gifts of a promotional nature. You should
be aware that it is a criminal offence to receive
a gift, loan, fee or reward or advantage in return for doing or not doing anything in your official
capacity. Where gifts have to be refused or returned this should be done courteously but firmly
informing the person or organisation offering the gift that the County Council’s rules do not permit
the gift to be accepted.

Fire safety
Each HCC location has a local emergency plan in place. This will be shared with you by your line
manager on the first day of your assignment. You will receive instruction on what to do in the event
of a fire, how to raise the alarm, evacuation routes out of the building, the locations of firefighting
equipment and fire assembly points.
People with special responsibilities for fire safety will be identified to you and you will also be
informed if there are any special arrangements in place.

Major emergencies
In the case of a major or serious incident please follow the local emergency plan for your HCC
location. If this is not possible, please exit the site immediately and contact your agency. Your
whereabouts will then be shared with Guidant and the emergency services, who will be keeping a
register of reported staff.

Telephone / email policy


All HCC landline phone numbers, mobiles or HCC email is for HCC business use only. HCC email
address and telephones numbers should not be provided to a third party for non HCC related
business use.

Private mobiles must not be used whilst on site / during assignment with HCC. Should private calls
need to be made / received, please speak to your Line Manager.

Clear desk policy


HCC have a clear desk policy, please familiarise yourself on day one with the HCC clear desk
policy which can be found on the HCC intranet.

Reasonable adjustments
Guidant are keen to ensure that all Temporary Workers who work at HCC enjoy their temporary
assignment and are able to work to the best of their ability.

If you require any reasonable adjustments prior to or during your assignment, please advise
Guidant so the request can be presented to HCC.

Timesheet and e-volution


All HCC contractors are required to complete a timesheet on Guidant Global’s online e-
volution system each week. Evolution can be accessed via cms2.evolution-system.com

Within the first few days of your assignment you will be sent an email containing your e-volution
username and password. If you have not received login details to access
e-volution or you have any queries with this, please contact the Guidant Global team.

Under normal circumstances, the deadline for timesheet submission is 10am every Monday. Please do
ensure that your timesheet is submitted on e-volution in line with this deadline ready for your line
manager to approve. During bank holiday periods this deadline may change and in such
circumstances, Guidant will notify your agency who will then inform you of the payroll deadline for
this period.

As HCC are committed to Equal Opportunities for all, you will then be asked to complete some
questions about yourself in order to help ensure the Council are effective in their policy. Your
responses will never be linked back to you but if you do not wish to disclose this information,
please answer appropriately.

Completing and submitting timesheets


Your first empty timesheet will be displayed as below; Please follow the instructions below to complete your
timesheet;

• Enter the hours that you’ve worked.

• If you were sick or on holiday, leave the hours as zero.

• If you are entitled and have worked overtime, click


‘Add Row’, select OT1 from the drop down list under the Rate
column and enter the number of hours accrued.

• You can also complete and “Save” your hours on a daily


basis or complete it once at the end of the week and
“Submit” for authorisation.

• Once completed, click “Submit”.

• E-volution will save your timesheet and also open a


printable copy of the timesheet.

Expenses
As a general rule, temporary workers are not able to claim expenses at HCC. There are exceptions
to this which are dependent on your specific job role. You will be notified at the beginning of
your assignment if you are able to claim expenses and any claims will need to be authorised by
your line manager.

All claims need to be submitted via the e-volution system and added to your
timesheet.

• If you are entitled to claim expenses on your timesheet, click the drop down menu and
select the relevant expense claim.

• Complete the form, save it and then return to your timesheet submission Expense claim amounts
page.

• Click on the ‘Browse’ button, located by ‘Attach Document/s’ to upload As at 1 April 2017 Rate
your form. Breakfast Up to £5.54

• Lunch Up to £7.64
Please note, the expense form is to provide a breakdown for your expense
claim and you are still required to include the total of your claim on your Tea Up to £3.02
timesheet in order to be paid. Dinner Up to £9.46
Overnight stay (Bed and Breakfast) Up to £70.79
• Click ‘Add Row’ for the day the expenses were incurred and enter the total

• A VAT receipt must be attached otherwise the expense will not save,
therefore will not be able to submit the timesheet to the hiring manager.

• Expenses must be claimed within an 8 week period and not several months’
worth in one go.

Timesheet authorisation
The system will automatically email your line manager once you’ve submitted your
timesheet. Your Line Manager will access e-volution and authorise your timesheet online.

Once your timesheet has been authorised you will be notified via email and will also
receive a copy of your authorised timesheet in PDF format.

Your agency will be able to view copies of your authorised timesheets in order to process
your payment.

Please ensure your timesheet is authorised by 12pm each Monday afternoon at the latest to
ensure you meet your agency’s payroll deadlines.

Rejected timesheets
If your line manager rejects your submitted timesheet, you will receive an email notification advising
you of the rejection and the reason. If this happens please correct the timesheet accordingly and re-
submit for approval. If you do not complete this task, you could risk not getting paid for these hours.

If you are unable to access the system or have any questions, please contact a member of the
Guidant Global team and they can submit these on your behalf.

Re-submitting timesheets
Please contact the Guidant team to rectify errors on submitted timesheets.

Your line manager will be notified of the amended timesheet and if the timesheet is correct, it
will then be authorised.

Completing saved timesheets


To complete a saved timesheet, click ”Select” under contract selection.
With the timesheet open, select the relevant weekending date from the period drop-down list.
You can then complete and “Submit” the timesheet.

Resetting your password Contact the

Agency workers regulations


For PAYE Only.

From Day 1 of your assignment to a Client you are entitled to access any collective facilities and
amenities, such as a canteen and car parking, at the Client’s premises (subject to any criteria the Client
imposes on its own employees). You are also entitled to information regarding any relevant vacant posts
with the Client although this
does not mean you have any automatic right to be appointed to a permanent job by the Client.

After achieving a 12 week qualifying period you may be eligible for rights under the AWR with
respect to parity of pay and terms with permanent employees of the Client. Guidant will advise you of
any change to your pay and conditions as a result of qualifying. In order that we can ensure you
receive your AWR rights you should tell us about any periods where you have been engaged by a
Client through any other temporary employment business. If you fail to provide us with this
information it may impact or delay the application of your AWR rights. If you believe you have not
been afforded your rights under AWR or have any concerns you should contact us in the first
instance.

Declarations
In line with the Rehabilitation of Offenders Act 1974 to undertake temporary work within
Hertfordshire County Council you are required to provide details of any unspent criminal
convictions.

If you disclose an unspent criminal conviction, the details of the conviction will be disclosed to
the Council for consideration. The Council advise whether the offence would make you
unsuitable for the type of work you may be asked to undertake.

Unqualified Care & Industrial Contractors

Due to the nature of the environment in which you will be working, certain considerations must be made during your working hours. These are all to
ensure that there is minimal risk to yourself and service users.
 Waking Night Shifts

You must not complete more than 4 Waking Night Shifts in a week (Mon to Sun) and must have 11 consecutive hours' rest in any 24-hour period.
Should you complete, 2 Waking Night Shifts for another Client (Not Hertfordshire County Council) you can only complete a further two Waking
Night Shifts for Hertfordshire County Council within the same week.

It is essential that you adhere to this rule, due to the possible impact on your wellbeing and the increased risk of falling asleep or errors made whilst on
shift, leading to potential safeguarding for the Service User(s). Not adhering to this rule, could result in your assignment with Hertfordshire County
Council being terminated.

ID

If your role requires a DBS, you will need to take a copy of your DBS certificate and proof of your Identification to your first shift.

ID badges should ideally be clip badges as opposed to lanyards to ensure they do not pose a risk to service users.
Dress Code

Ensure that you dress modestly and according to your setting. Those working in a care setting may need to carry out some/part of your shifts in the
community so please dress appropriately. Open toe shoes are not permitted.

Nails must be short and nail polish is not permitted. Jewellery must be kept to a minimum; i.e. stud earrings and wedding rings only. Long hair must be
tied back.

In some roles, you will be required to wear Clinical Masks, Gloves, Aprons in Care settings or safety boots/ballistic trousers/HI Vis Vests. You will be
made aware of this.

 
Mobile Phones

Personal mobile phones should not be used when with Service Users. They should be kept in your bag/locker. It is not acceptable to take photos of any
Service Users or work settings.

 
Shift start times

In order to prepare for your shift or complete any handover, please ensure you arrive 10 minutes prior to your shift start time.
