Ethics and Accountability

The values and principles underscoring HRM in local


public administration can be seen in sec. 50 of the
Municipal Systems Act (No 32 of 2000) and sections 195
and 152 of the Constitution Act (108 of 1996).

ETHICS:

Ethics deals with what is good or bad, as well as issues of


right and wrong. It encompasses both the process and
search of moral standards that helps society decipher
between right and wrong actions.

Ethical standards for service delivery in local government


administration: Batho Pele Principles:

South African government established the Batho Pele Principles which can
also be described as the ethics governing service delivery in local
government. The 8 principles of Batho Pele are:
• Consultation
• Service standards
• Access
• Courtesy
• Information
• Openness and transparency
• Redress
• Value for money

Accountability:

JJN Cloete (1999) describes accountability as


‘answerability’ Accountability requires provision of
information, evaluation of the action to be taken as a
consequence, with consequent reward/penalty.

Lawton and Rose (1993) say that accountability is


the enforcement of responsibility and responsibility
has to do with liability for performance of certain
functions.

Promoting Ethics and Accountability in the work place.

• Lead by example: Promoting Ethics and Accountability will first begin at the top
• Recruitment: Doing the right thing
• Provide ethics and accountability information from the outset: New employees
ought to know the rules and regulations governing behaviour and accountability and
discretionary boundaries.
• Training/Workshops: Expose employees to courses and training to issues of
ethics and accountability
• Mentorship/Supervision: There should be close supervision of workers especially
in sensitive areas such as finance, front desks and operational departments
• Communication/Openness: Supervisors should operate in an open manner that
would encourage junior officials to talk and open up if they encounter problems in
the course of work.
• Discipline: Discipline can be maintained through proactive and reactive ways.
