Smart solution for municipal financial operations and management

Digital context in the targeted communes of ProDéCID

 we work with 90% rural communes from 110 communes with low access to electricity and
telephone network

 They have on average 2 computers per commune

 No software for the financial operations

 All accounting documents aren’t available right away ( for example after few months for
administrative account )
 No budgetary transparency even for the mayor

This project was initiated out of this context.

Where do we put the focus?

 Focus on the rural communes

 Based on the Official Manual of Budgetary and Accounting Procedures

 It’s an offline web application

 Can be used in standalone mode or on local network

 It is multi-user environment : the mayor, the communal treasurer, accountant

of the mayor

Why is it the solution ?

 Budgetary transparency

 The software facilitates the work of all users, it is simple to use

 It includes all operation from the budgeting to accounting

 All necessary official documents are available everytime

 A backup data system is also available

 It can be easily scaled depending on the commune’s infrastructure

What features?

 Budgeting: create initial budget, validate, edition, rectify,

add supplementary budget, … based on the official
program budget for rural communes

 Revenue accounts: all process from order to payment by

different users and editing documents

 Expenditure accounts: all process from commitment

authority to payment by different users

 Editing different documents

 Setup: users, commune, organizational year, account

numbers, …
