     Check the first and second level scrambling code clash,


    list the clash relationship and distance between the
    cells in conflict;
     Draw and output the cells in conflict and reuse statistic
    for each scrambling code;
     Calculate the reuse distance for the whole network,
    different region types and each scrambling code.
