Internal Guidelines on Recruitment, Selection and Placement Process


Relative to the Implementation of DepEd Order No. 42, s. 2007
and DECS Order No. 57, s. 1997

1. For uniform interpretation and application of the recruitment, selection


and placement guidelines and processes in this Division, this office through
the Human Resource Merit Promotions and Selection Board issued
Resolution No. 23, s. 2021 entitled “Internal Guidelines on the
Implementation of DepEd Order No. 66, s. 2007 – Revised Guidelines on the
Appointed and Promotion of other Teaching and Non-Teaching Positions,
DepEd Order No. 42, s. 2007 – Revised Guidelines on Selection, Promotion
and Designation of School Heads, and DECS Order No. 57, s. 1997 – Further
Implementation of the Career Progression System for Master Teachers.

2.These internal guidelines aim to provide a clear direction in the


appreciation of documents and the processes involved in the recruitment,
selection and placement to serve as guidance for the applicants and
evaluators; and to ensure uniformity and consistency in procedure and
decisions to be done by the HRMPSB with the approval of the Schools
Division Superintendent.

3. DepEd Order No. 29, series of 2002 entitled, “Merit Selection Plan of the
Department of Education” and CSC Memorandum Circular No. 14, s. 2018
entitled “2017 Omnibus Rules on Appointments and Other Human Resource
Actions” were also used as main references in formulating these guidelines.

conspicuous places (Bulletin Board of Personnel Unit, Lobby of Old and New DepEd
Buildings) and other modes of publication (Personnel Unit Official Facebook Page and
DepEd Sarangani Official Facebook Page) for a period of at least 10 calendar days

Important Details The published vacant position announced by the SDO shall be locally published
through a separate District Memorandum for Master Teacher Position, at least majority
of the School Heads within the District where the vacancy exists shall affix their
signatures in the memorandum as indication that they were notified of the posting of
vacant items. The School Heads shall locally published the said vacancy in their
respective schools for all teachers to be informed. Notice of vacancy shall be posted for
at least 10 calendar days prior to the deadline for the submission of application
documents.

Activities Receipt of Application Documents
Preliminary Evaluation of Application Documents
Important Details Application letter with supporting documents shall be stamped “received” in the District
Office. Only applications received within the deadline shall be considered.
The District HRMPSB shall conduct a preliminary evaluation on the qualifications of the
applicants to come up with the Selection Line-Up. It is a listing of qualified and
competent applicants for consideration to a vacancy which includes but not limited to
the comparative information of their education, experience, training, civil service
eligibility, performance rating (if applicable), relevant work accomplishments, physical
characteristics, psychosocial attributes, personality traits and potential (DO 29, s. 2002)
Listing of candidates in the Selection Line-Up shall be alphabetical order together with
their qualifications.
All applicants shall be notified by the District HRMPSB secretariat on the result of the
preliminary evaluation.

Activities Notice on the schedule of the Applicants’ Assessment
District HRMPBS Assessment
Important Details Issuance of memo on the schedule of and other forms of assessment with the
Selection Line-Up. It shall be posted at least 10 days prior to the conduct of the
interview.
The interview shall be conducted by the Board provided that there is a quorum and
provided further that the Chairperson or designated alternate, if any is present. The
District HRMPSB shall make evaluative assessment to the application documents
based on applicable hiring guidelines in order to come up with the Comparative
Assessment Result (CAR).

Activity Conduct of Background of Investigation
Important Details The District HRMPSB shall conduct a background investigation (BI) or background
check to applicants. BI can be done by utilizing the character references indicated in
the applicant’s Personal Data Sheet or by co-teachers and community inquiry by using
a standard BI tool prepared by the SDO. BI is limited only to the top 5 applicants
appearing in the CAR.

Activity Submission of the Initial Result of Comparative Assessment and other documents to
the SDO
Important Details The District HRMPSB shall finalize and sign the initial result of the CAR and BI together
with the other documentary requirements and shall forward the same to the SDO for
further review.

Division HRMPSB Review on District CAR
Important Details The Records Unit shall stamp “received” the application documents and forward the
same to the Personnel Unit.
The Personnel Unit shall check the completeness of submitted documents and may
return the application documents if found incomplete.
The Division HRMPSB shall review the CAR submitted by the District HRMPSB based
on submitted documents by the applicants.
The Review Committee shall forward the results to the Core Division HRMPSB for final
deliberation.

Activities Approval of the District CAR
Posting of the CAR
Important Details The Schools Division Superintendent shall sign the final CAR after thoroughly
evaluated by the Core Division HRMPSB.
The SDS shall select the Appointee from the Top 5 applicants. In case there are 2
vacant positions to be filled up, the SDS may select one of the appointees from the
applicants ranked 6th to 10th.
The Personnel Unit shall notify the District HRMPSB of the final CAR and the name of
the appointee.

In general, the District HRMPSB shall have 60 days turn-


around time from the posting of Notice of vacancy on
DepEd Tayo Sarangani Facebook page until the
submission of initial CAR to the SDO, while the Division
HRMPSB shall have 30 days turn-around time from the
receipt of application documents by the Personnel Unit
until the release of the final CAR.
Guidelines for Assessment of Elementary Master Teacher Position
Relative to MECS Order No. 10, s. 1979
A. General Guidelines
1. Only those who are actually teaching shall be considered for a
Master Teacher Position. This includes teachers who are
assuming special assignments and having regular teaching
loads of
a. at least 300 minutes per day including class
advisorship
b. at least 80 minutes required for district subject
coordinator, special teachers or
teacher-in-charge of the school

Relative to MECS Order No. 10, s. 1979

A. General Guidelines
2. The total number of Master Teachers I-IV shall not exceed 10%
of the total number of authorized teaching positions in each
district. Of the 10%, 6.6 shall be allotted to Master Teacher I and
the remaining 3.4% shall be allotted to Master Teachers II-IV as
the case may be.

Relative to MECS Order No. 10, s. 1979

A. General Guidelines
3. If there are not enough qualified teachers in a particular district
to fill its allotted MT position, this may be filled by a qualified
teacher from other districts; provided however that such teacher
shall serve in the district where the MT position is allotted to.

B. Demonstration Teaching
For a Master Teacher I, an applicant has to obtain 25 points in the
leadership and potential and has been a demonstration teacher
in the district level plus 15 points in the leadership potential.
1. The 25 points for MT-I can be gained from any of the items
outlined in the table for credit points for leadership and
potential of the said DECS Order.

school head/district head
c. Copy of Program of Activities when the demonstration
teaching was conducted duly attested by school head/district
head

Application Requirements
1. One (1) original copy of application letter (position applied for must be specifically
indicated)
2. One (1) original copy of CSC Form 212 – Personal Data Sheet (PDS) with Work Sheet
Experience
3. One (1) photocopy of latest appointment
4. One (1) copy of certificate of eligibility
5. One (1) copy of Certificate of Trainings with Summary of Trainings Attended
6. One (1) copy of Transcript of Records (TOR) with CAV from CHED or Certification from
School Registrar’s Office indicated as Complete Academic Requirement
(CAR)/Graduate in Master’s/Doctoral Degree, if applicable
7. One (1) copy of Performance Rating (IPCRF/OPCRF Part 1 only) for the last three (3)
years
8. One (1) copy of Certificate of Employment /Service Record
9. Other supporting documents (Accomplishments, Awards, Recognition, etc.)
10. One (1) original copy of Omnibus Sworn Statement

1. One (1) application folder of each applicant each must contain the
scoresheet
2. Two (2) original copies of District Head’s recommendation who among
the top 5 applicants is recommended for the position
3. Two (2) original copies of District CAR
4. One (1) original copy of District HRMPSB composition duly approved by
the SDS
5. One (1) original copy of District Memorandum announcing the vacancy
and reflecting the School Heads within the District
6. One (1) original copy of District Certification that the Announcement of
vacant position has been posted in three (3) conspicuous places within
the premises of the district.
