 Decentralization
It is a transfer of authority, responsibility, and resources from the
central government to lower government units. This is important especially
when the geographical area of a country and its population are too large for
the central government to handle.

 Local Government
It is the lowest level of elected territorial organization within a state that
has the dual function of providing local public services and implementing
national welfare policies (Atienza, 2006). This includes provinces, cities,
municipalities, barangays, and other political subdivisions created by law.
Each unit is created based on income, population, and land area, may be
abolished based on the same criteria.

 Devolution means the transfer or delegation of power to a lower level,
especially by central government to local or regional administration.
