The three counters N3101, N3103 and N3105 are important in the field to avoid PS TBF drops. This
TN suggests that the values of the three counters n3101, n3103 and n3105 should be made larger,
which will reduce the number of abnormal TBF releases. It also gives instructions on how to

controlled handover procedure, which means that intra-
