What is Philately?
 Philately is world wide hobby which also connects the people across
the countries
 Philately is the hobby of systematic collection & study of postage stamps
 Philately is also the collection and study of postage stamps, postal
stationery, postmarks, stamped cards and covers etc., usually as a hobby
 Philately is distinct from other hobbies in that it is a safe investment, and an
attractive aid to learning, in addition to being an absorbing pastime

History of Postage Stamps

 DEFINITIVE STAMPS
- Specifically issued for day to day postal needs
- Placed on sale for an unlimited period
- Distinct from commemorative issues and are
available in several denominations
- These stamps are printed in huge numbers
- A number of definitive series on themes
relevant to the country’s heritage and progress
in various kinds have been brought out.
Types of Postage Stamps
 COMMEMORATIVE/SPECIAL STAMPS
- Stamps, covers or postal stationary issued to commemorate an event, an
institution, a theme, flora or fauna and personages are called
Commemorative/Special stamps
- Usually printed in a limited numbers are sold for a limited period from
Philatelic Bureau/Counters/Authorized Offices.
- These are printed only once, so as to ensure their value as collectibles in
accordance with universal practices
- These can be used for payment of postage also part from being collectible items.
- Generally purchased by the Philatelist

My Stamp
 My Stamp’ is the brand name for personalized sheets of Postage Stamps of
India Post. The personalization is achieved by printing a thumb nail
photograph of the customer images and logos of institutions, or images of
artwork, heritage buildings, famous tourist places, historical cities, wildlife,
other animals and birds etc., alongside the selected Commemorative Postage
Stamp.
 ‘My Stamp’ was first introduced in India during the World Philatelic
Exhibition, ‘INDIPEX-2011’
 There are 12 My Stamps available in a Sheets on which any one can get
own photograph.
 Stamp can be used as valid postage for domestic mail purpose
 It can be used as gift and also be used as postage to bring joy to the recipient
 You can use photos of your beloved also.

Note:
Discount of 20% will be allowed only on additional sheetlets over

“Dhai Akhar” – a letter writing campaign (National Level)

 Theme:- Digital India for New India/ Ek Bharat-Shreshtha Bharat (To be decided)

The letter, to be written in English/Hindi/Local Language, may be addressed to


Chief Postmaster General of the respective Circles. The categories for National
Level Dhai Akhar Letter Writing Campaign are as follows:

1) Up to 18 years:-
(a) Inland Letter Card (ILC) Category
(b) Envelope Category

2) Above 18 years:-
(a) Inland Letter Card (ILC) Category
(b) Envelope Category
“Dhai Akhar” – a letter writing campaign (National Level)
 Criteria:-
1) Proof of Age: The participants have to give a certificate of proof of their age on the letter such
as “I certify that I am Below/above the age of 18 as on 01/01/2023”.
2) Word Limit: The letter can be written on plain A-4 size paper with a word limit of not more
than 1000 words under envelope category, or in an Inland Letter Card (ILC) with a word limit
of not more than 500 words for ILC category. Only handwritten letters will be accepted.

3) Permitted Stationery: The embossed envelope / envelope with required stamp affixed and
Inland Letter Card (ILC) will be the permitted stationery for participating in the campaign

4) Shortlisting: Top three letters in each category will be shortlisted by every Circle and prize
will be awarded to these three entries at circle level. The selected letters at Circle level will be
sent to the Directorate for further evaluation in each category at the National Level

“SPARSH” – Scholarship for Promotion of Aptitude & Research in Stamps as Hobby
 Reinforcing the efforts aimed towards increasing the reach of Philately, the
Department of Posts has launched a Scholarship Scheme called Deen Dayal
SPARSH Yojana to award children in the class category of Standard VI to IX.
 Under the Scholarship for Promotion of Aptitude & Research in Stamps as
a Hobby or Deen Dayal SPARSH Yojana it is proposed to award annual
scholarships to those students who have good academic record and also pursue
Philately as a hobby.

 The objective of the scholarship is to “Promote Philately among children at a


young age in a sustainable manner that can reinforce and supplement the
academic curriculum in addition to providing a hobby that can help them relax
and de-stress”.
“SPARSH” – Scholarship for Promotion of Aptitude & Research in Stamps as Hobby
 Details of the Scheme:- Under this scheme, it is proposed to

 Award 920 scholarships to students at PAN India level for pursuing Philately as
a hobby.
 Every Postal Circle will give maximum of 40 scholarships to 10 students each
from Standard VI, VII, VIII & IX.
 The scholarship amount will be disbursed quarterly to regular students studying
in class VI-IX in recognized schools.
 Scholarship will be provided to students who satisfy the eligibility condition and
qualify in the selection procedure
 The amount of Scholarship is to be Rs. 6000/- per annum @ Rs. 500/- per month
“SPARSH” – Scholarship for Promotion of Aptitude & Research in Stamps as Hobby
 Details of the Scheme:- Under this scheme, it is proposed to

 Selections to the scholarship would be for one year and there would be no bar on
an already selected student applying for the scholarship next year provided
he/she fulfills other criterion.

 Every prospective school which participates in the competition would be


assigned a Philately Mentor to be chosen from amongst the renowned Philatelist.

 The Philately Mentor would help in formation of the School level Philately Club,
providing guidance to young and aspiring Philatelist on how to pursue the
hobby and also helping the aspiring Philatelists on their Philately Projects etc.
“SPARSH” – Scholarship for Promotion of Aptitude & Research in Stamps as Hobby
 Eligibility Conditions:-

 Candidate must be a student of a recognized School within India.

 Concerned School should have a Philately Club and the candidate should be a
member of the Club.

 In case the School Philately Club hasn’t been established a student having his
own Philately Deposit Account may also be considered.

 The candidate must have good academic record. At the time of selection for
award of scholarship the candidate must have scored at least 60% marks or
equivalent grade/ grade point in the recent final examination. There will be 5%
relaxation for SC/ST.
“SPARSH” – Scholarship for Promotion of Aptitude & Research in Stamps as Hobby
 Selection Procedure:-

 Selections under the Deen Dayal SPARSH Yojana would be made based on the
evaluation of Project work on Philately & performance in Philately Quiz
conducted by the Circles.

 A committee constituted at the circle level consisting of Postal Officials and


renowned Philatelists would evaluate the Project work on Philately submitted by
the candidate.

 List of Topics on which Project has to be made would be provided by the circles
while issuing the notifications
“SPARSH” – Scholarship for Promotion of Aptitude & Research in Stamps as Hobby
 Disbursement of Scholarship:-

 The awardees will be asked to open Joint account with parents in India Post
Payment Bank or Post Office Savings Bank in a branch, which has core banking
facility

 Each Postal Circle will select the awardees and hand over the list of beneficiaries
to IPPB/POSB for payment of scholarship.

 IPPB/POSB will ensure that the scholarship is paid to awardees on quarterly


basis (Rs. 1500/- each quarter) after getting the list from each Circle
