Controlling Hazard

and Risk
Goals:
• to prevent workers from being exposed to occupational
hazards.

Before thinking what control measures are needed, first you

need to know whether there are health and safety problems in
the workplace, and if so, what they are.
How can you identify health and safety problems?
• Observe your workplace.
• Investigate complaints from the workplace.
• Examine accidents and near-miss records.
• Examine sickness figures.
• Use a simple survey to ask your co-workers about their health and safety concern.
• Use checklist to help you inspect your workplace.
• Learn the result of inspections that are done by the employer, the union or anyone
else.
• Read reports or other information about your workplace.
“ Once you recognize a hazard, then you can determine
which measure will correct the problem most
effectively.
There are 5 major categories of control measures.

Elimination ”
Substitution
Engineering controls
Administrative controls
Personal protective equipment
5 Major Categories of Control Measures
CATEGORIES MEANING
1. Elimination removing hazard completely
replacing one hazardous agent or work
2. Substitution
process with a less dangerous one
changing a piece of machinery (ex.
3. Engineering controls Using proper machine guards) or a work
process to reduce exposure to hazard.
working a limited number of hours in a
4. Administrative control
hazardous area. (ex. job rotation)
Includes ear and eye protection,
5. Personal Protective Equipment
respirators and protective clothing.
REMEMBER:
• It is always better to control hazard as close as the source as
possible. Using personal protective equipment is the least
effective and least acceptable of all control measures.
METHODS OF
CONTROL
1. ELIMINATION
• It is the process of removing hazard from the workplace.
• It is the most effective method of controlling risk because the hazard
is no longer present.
• It is the preferred way to control a hazard and should be used
whenever possible.
• Preventing it from entering the workplace.
Eliminate Hazards at the “Development Stage”

It is important to consider the worker’s health and safety when work
processes are still in the planning stage.
When purchasing machines, safety first not cost.
Machine should conform to national safety standard.
Machines that are not produced with the proper guards on them may
cost less to purchase, but more in terms of accidents, loss of
production, compensation, etc.
