OBJECTIVES
• To understand the importance of resource mobilization in business of
healthcare;
• To apply the negotiation skills and knowledge as resources are been
mobilized.
INTRODUCTION
Resource mobilization is the means that an organization should acquire to
implement its action plan. It goes beyond fund raising. It entails obtaining
various resources from a multitude of partners, by different means. Thus
resource mobilization could be seen as a combination of:
Resources: elements necessary for the running of an organization.
Mechanisms: means which make it possible to obtain resources directly.
Partners: persons and/or institutions providing resources.
DEFINITION
• Resource Mobilization is a process, which will identify the resources
essential for the development, implementation and continuation of works
for achieving the organization's mission.
• In real terms, Resource Mobilization means expansion of relations with
the Resource Providers, the skills, knowledge and capacity for proper use
of resources.
DEFINITION
• Resource Mobilization does not only mean use of money but it
extensiveness denotes the process that achieves the mission of the
Organization through the mobilization of knowledge in human, use of
skills, equipment, services.
• It also means seeking new sources of resource mobilization and right and
maximum use of the available resources.

• It allows the resources to be given to those in need.


• It includes that non-financial resources which are important.
• Resource mobilization refers to all activities involved in securing new and
additional resources for your organization.
• It also involves making better use of, and maximizing, existing resources.
• Resource mobilization is often referred to as ‘New Business Development’.
MORAL ASPECTS OF
MOBILISATION
• Every organization can develop a code of conduct on Resource
Mobilization, which should specify what are the resource providers that
one would like to expand relations with, and what types of resources
should be mobilized.
• Such a code of conduct looks essential in the context NGOs because these
are rarely found carrying out analysis of the type of resource providers
and their expectations.
Why is resource mobilization so important?

Resource mobilization is critical to any organization for the following reasons:


• Ensures the continuation of your organization’s service provision to clients;
• Supports organizational sustainability;
• Allows for improvement and scale-up of products and services the organization
currently provides;
• Organizations, both in the public and private sector, must be in the business of
generating new business to stay in business.
IMPORTANCE
• To diversify and expand resources;
• Resource Mobilization helps to formulate an independent budget. To
break the tradition of running the specific programs of any donor agencies
only;
• To spend in the program of the Organization's liking;
• To decrease dependency on others;
• To save oneself the chance of becoming contractors of foreign donor
agencies;
• For sustainability of the Organization and program;
• For maximum use of domestic capital and skills.
IMPORTANCE
• To expand deep relations with the stakeholder and community;
• To clean the image of the Organization and expand relations;
• To fulfill responsibilities towards the community;
• To run programs based on the genuine needs of the community;
• To disseminate the good practices of the Organization;
• To develop new thinking and challenge the old traditions;
• To enhance the dignity of one's Organization.

Strategies for resource mobilisation
• Analyze the strengths and weaknesses of your existing resource;
• Identify appropriate resource providers;
• Develop and maintain relationships with the funders and resource providers;
• Write effective funding proposals;
• Mobilize non-financial resources;
• Identify potentially profitable income generation opportunities;
• Be able to formulate resource mobilization plan.
What is meant by sustainability?
Although sustainability is often identified with having sufficient funds to
cover an organization’s activities, it is actually a broader concept. There are
three fundamental streams of sustainability: institutional, financial and
programmatic. Each is vital to the survival of an organization.

Programmatic sustainability
The organization delivers products and services that respond to clients’
needs and anticipates new areas of need. Its success enables expansion of its
client base.

• Institutional sustainability. The organization has a strong, yet flexible structure
and accountable, transparent governance practices. Its structure and good
governance allows it to respond to the shifting priorities of its supporters and to
new responsibilities toward its clients, while creating a positive work climate
for its staff.
• Financial sustainability. The organization draws on various sources of
revenue, allowing it to support its ongoing efforts and to undertake new
initiatives.
KEYS TO SUSTAINABLE RESOURCES

• Prioritizing-Involves identifying what you offer and the impact it will make;
• Consider how to make the most impact;
• Positioning;
• Understand the community you serve market(,problems, needs, challenges,
services currently used and why (demand);
• Understand the donor environment-range of donors requirements, focus areas
(resource availability).
Keys to sustainable resource-continuation
Strategy alignment
• The overall strategy gives direction to other aspects-financial, human resources, operations
• Ensure strategic alignment -Example: If strategy is HIV Prevention strategies, financial strategy can
focus on specific funders and their particular requirements
• If the strategy is too broad you may not be able to offer good quality service or meet funder
requirements and develop good funder relationships;
• Secure and nurture funding sources;
• Research various donor strategies and SHIFTS in focus;

• Consider independence-opportunities for self sufficiency/Income generation;
• Routine information gathering-donors, partners and community such as who
the funders are in your area of work?
• Be aware of shifts, change in environment- Focus may move from Rx to
prevention
TIPS TO ORGANISATIONS
• Organizations are not entitled to support; they must earn it.
• Successful resource mobilization requires a lot of work and takes a lot of time.
• If your organization needs additional revenue one year from now, start today!
• Be ready, willing and able to sell your organization and the programs for which
you are raising money.
• Resource mobilization efforts should align with your organizational mission,
objectives and strategic plan.

• Resource mobilization is also about the needs of the (prospective) funder.
• Understand the needs of your clients (target population/funders).
• Be prepared to provide evidence-based results.
• Your organizational performance today impacts your ability to generate
resources tomorrow.
• You must establish and maintain organizational credibility and reputation.
CONCLUSION
• A resource mobilization plan becomes effective when the organization analyzes the
existing resources at its disposal and run programs on the basis of a plan on the type
and quantity of resources essential to achieve the strategic objectives (mission).
• In this manner, strategic plan, state of resources, analysis of mechanism/instruments
to receive resources and skills are essential for resource mobilization.
• Therefore, the meaning of Resource Mobilization is to collect resources from more
and more resource providers, which will in turn bring down the financial risks and
give sustainability to the organization.
