INTRODUCTION
 Oil Companies International Marine Forum (OCIMF) are developing
Offshore Vessel Management Self Assessment (OVMSA) for offshore
vessel operators – expected to be launched by January 2011
• The Geophysical Contractor Management and Self Assessment is
based on principles and guidelines of OCIMF’s Tanker Vessel
Management and Self Assessment (TVMSA). TVMSA been a
successful tool for vessel operators in marine transportation.
• Industry standards provide the foundation for SHE&S management
systems – GCMSA is intended to supplement these standards

2
OBJECTIVES OF GCMSA

Objectives of self assessment process:

• Promotes continuous improvement
• Provides a structured and staged approach
• Provides expectations and guidance on how to meet
expectations
• Industry standards lay foundation for HSE&S Management
Systems – GCMSA looks to build on this
• Provides guidance on how to set targets
• As business processes change, GCMSA will evolve

3
CONTINOUS IMPROVEMENT
An office based management culture of continuous improvement
with regard to safety, quality and environmental protection is
reflected in the execution of field activities.

4

deliver tangible results.

• Builds awareness of the gap between the current strategy and where
the organization wants to go, and how to develop a plan to bridge that
gap.

GCMSA – ELEMENTS
• Element 1 - Management, leadership and accountability
• Element 2 - Recruitment and management of shore-based personnel
• Element 3 - Recruitment and management of vessel personnel
• Element 4 - Reliability and maintenance standards
• Element 5 - Navigational safety
• Element 6 - Geophysical, Ballast, Mooring and Rigging operations
• Element 7 - Management of change
• Element 8 - Incident investigation and analysis
• Element 9 - Safety management
• Element 10 - Environmental management
• Element 11 - Emergency preparedness and contingency planning
• Element 12 - Measurement, analysis and improvement
• Element 13 - Selection and monitoring of sub contractors
8
ABOUT THE GUIDELINES
• Each Element indicates a fundamental area of management practice.
• The main objective defines goal to be achieved.
• Supporting paragraphs within the Elements explain the objectives can
be achieved.
• Each Element defines KPIs required to meet the objective.
• Individual KPIs within the Elements provide measurement of the
standards currently achieved.
• Activities in each Element is grouped into four stages.
• Higher stages build from lower stages.
• There is no expectation that compliance is a must for all stages.
• As each stage is achieved, each company would then establish a
continuous improvement plan to achieve the next stage.
9
PROCESS
• Seismic contractor completes GCMSA
– Requires realistic self assessment of current status.
– Consider fixing low hanging fruit
– Prioritise improvements
– Update the continuous improvement plan

• Submit GCMSA to client upon request

– Client reviews submission
– Validates submission by visiting the office of seismic contractor
and/or sub-contractor

• Reports after office reviews will not be shared with other potential
clients.

10
NEXT STEPS

• Vessel operators will be covered by OCIMF’s OVMSA –

January 2011.

• Vessels covered by OCIMF’s inspection format.

• Handover the GCMSA to OGP/IAGC HSSE Sub-Committee

and have a Work Group modify GCMSA to suit land seismic
contractors and marine seismic contractors who do not
operate vessels.
