INTRODUCTION
TO
SAFETY AND HEALTH
ACT

The Occupational Safety and Health Administration (OSHA) developed this COVID-19
planning guidance based on traditional infection prevention and industrial hygiene
practices. It focuses on the need for employers to implement engineering,
administrative ,and work practice controls and personal protective equipment (PPE), as well
as considerations for doing so.

This guidance is intended for planning purposes. Employers and workers should use this
planning guidance to help identify risk levels in workplace settings and to determine any
appropriate control measures to implement. Additional guidance may be needed as COVID-
19 outbreak conditions change, including as new information about the virus, its
transmission, and impacts, becomes available.

Every accidence or news about covid-19 cases between the workers need to be notify to
government and fast actions to solve the problem.

(A) GENERAL DUTIES OF
EMPLOYERS AND SELF-
EMPLOYED PERSONS

i. Employer is required to conducted risk assessment and improve the work procedure to ensure risk
exposure to the virus can be reduced especially for high risk sectors (frontline) such as employees who
are in direct contact with patients or symptomatic visitors.

ii. Employer is required to identified workers that have visited countries affected with COVID-19 virus
and conduct health monitoring on those involved for symptoms present such as fever, cough, and
breathing difficulties and if symptoms are present, seek medical attention immediately.

iii. Employer is required to comply with quarantine order on its employees by registered medical
practitioner or relevant authorities.

iv. All employers who wish to visit the county that affected with the virus for official duties or
personal capacity are to deferred their travel except for important matters cannot be avoided.

v. All employers are required to provided suitable PPE to their workers based on the risk
assessment.

vi. Employers are required to practice high level of hygiene such as frequently washing their hands
with soap and always use hand sanitizer.

vii. Employers are required to wear face mask and use hand sanitizer when necessary.

viii. Employers have to avoid from visiting events of mass gathering and to be close contact with
symptomatic individual.

ix. Employers are required to seek medical treatment immediately if sick (such as fever, cough, flu,
or breathing difficulties).

x. Employers are required to check with the MOH website to obtain the latest information on the
pandemic outbreaks and its development.

+ Self-employed that have visited overseas countries affected with the COVID-19 virus
and to undergo 2-week self-quarantine at home and swab testing

+ Self-employed who has symptoms present such as fever, cough, and breathing
difficulties must seek medical attention immediately

+ Self-employed are required to be provided with suitable PPE based on their work task.

+ Self-employed is required to conduct a risk assessment form and modify the work
procedure to minimize risk of exposure to the virus. Transmission can be reduced
especially for high risk sectors such as (frontliners) who are in direct contact with people

+ Self-employed is required to comply with quarantine order on its employees by
registered medical practitioner or relevant authorities.

+ Self-employed who wish to visit the countries that affected with the virus for official
duties and work must meet with official authorities to get approval of travel.

hours at all times.

(D) NOTIFICATION OF ACCIDENTS,
DANGEROUS OCCURRENCE,
OCCUPATIONAL POISONING AND

INQUIRY

i. An employer shall notify the nearest occupational safety and health office of any accident,
dangerous occurrence, occupational disease which has occur or is likely to occur at the place
of work.

ii. Every registered medical practitioner or medical officer attending to, or called in to visit, a
patient whom he believes to be suffering from any of the diseases listed in the Third Schedule
of the Factories and Machinery Act 1967 [act 139], or any disease named in any regulation or
order made by the Minister under this Act, or occupational poisoning shall report the matter to
the Director General.

Director General may direct inquiry to be held
i. If in the opinion of the Director General, an inquiry ought to be held into the nature and cause
of the occupational disease, he may cause such an inquiry to be held by an occupational safety
and health officer.

Power of occupational safety and health officer at inquiry


ii. For the purpose of holding an inquiry under this Act, an occupational safety and health
officer shall have the power to administer oaths and affirmations and shall be vested with the
powers of a First Class Magistrate for compelling the attendance of witnesses and the
production of documents, maintaining order and otherwise duly conducting the inquiry, and all
persons summoned to attend the inquiry shall be legally bound to attend.

ACQUIRE AN UNDERSTANDING OF COVID-19 TO PLAN AND ACT
ACCORDINGLY
SYMPTOMS:
- Commonly symptoms include fever, dry cough and tiredness. Other symptoms include aches
and pains, nasal congestion, runny nose, sore throat or diarrhoea
- People infected may become seriously ill and develop difficulty breathing

TRANSMISSION:
- Droplets from someone with COVID-19 who coughs or sneezes within a distance of 1 meter
- Droplet contaminated surfaces and objects: by touching contaminated surfaces or objects and
then touching their eyes, nose or mouth

INCUBATION PERIOD:
- Currently estimated to range between 1-14 days

ACTION BY EMPLOYERS:
- Communicate to employees about COVID-19
 Advice employees on preventive methods; including personal hygiene and respiratory etiquette
 Remind employees of the need to practice hand hygiene regularly e.g. via e mail, social media, gamification
etc

- Ensure a clean and hygienic work environment through regular disinfection of the office and its equipmentLimit

- Provide easy access to frequent hand washing for employees
- Proper maintenance of toilet facilities and floor drains
- Provision of lidded rubbish bin, regular refuse disposal and adequate supply of liquid soap and disposable
towels.
- Plan for contingency measures in case there are limited human resources e.g. working from home for those on
home surveillance, mobilization of employees etc. This is also to avoid stress to employees who have to work
during a period of human resource deficiency.

chats etc.

MINISTRY OF HEALTH

MOH strongly urges the public to remain in compliance with the Movement Control Order
(MCO). For heads of households who need to go out to buy everyday necessities, they
should always takeprecautionary measures such as:

- Avoid leaving the house if unwell or have any symptoms


- Avoid leaving the house as a couple or in groups
- Use hand sanitisers or wash hands with water and soap before and after purchasing products
- Practice safe social distancing at least 1 metre away from others
- Avoid the 3C’s: Crowded places, Confined spaces and Close conversations (face-to-face conversations)
- Limit time spent outside in public and crowded places
- The use of facemasks is encouraged, especially in public and crowded areas
RECOMMENDATION
1.Drive-through test centres

 The healthcare staff at the specimen collection booth using nasopharyngeal and
oropharyngeal swabs to obtain respiratory tract samples

 Testees are instructed what to do to verify the results of the test as well as perform
home quarantine before the reports are released, and how to contact the health
authorities if their signs increase.
RECOMMENDATION
2.Developing of COVID-19 Application

 It helps users to analyze themselves and their family members for health self-
assessment.

 From throughout COVID-19 epidemic, users can track their medical progress.

 Allows the Ministry of Health (MOH) to monitor the health condition of users and
take instantaneous measures to provide the necessary treatments

 Notice who really has the virus and check for who has come into contact with it.
