SAFETY GUIDELINES UPON RESUMPTION OF WORK

FOREWORD
Our Employees and Workers must be protected from environmental hazards that arise out of or during the
course of employment. Hazardous exposures which may adversely affect their health, both immediate and
long term effect, must be controlled. That is why the Safety Department developed a program which deals
with the recognition, evaluation and control of environment health hazard. Environment health hazards may
include conditions which cause legally compensable illness, or any conditions in the work environment that
impair the health of employees and workers to the extent that they lose work and/or efficiency. That this
program will provide management with information necessary for the control of recognized health hazards
such as the COVID 19.

This Safety Plan was established to provide VPDC Project Management,Client Staff ,and Supervisors
including that of the Subcontractors, Suppliers of all trades involved in the project sites with the guidelines
and road maps of the Safety, Health and Security Program of VPDC amidst the COVID 19 pandemic. It
outlines the techniques and procedures which are essential for the protection of the company’s greatest asset
- its people. We wish to emphasize that the topics covered by this plan shall become a basic part of our
policy. All levels of supervision shall be held responsible for the effective implementation of all plans,
procedures and standards prescribed herein.

To prevent the spread of the COVID-19, the collective efforts of every individual in an area is very much
needed As we prepare to return to work and deliver what we promised to our client, let us bear in mind that
the safety and welfare of our employees, workers, and our business client is our top priority.

These Guidelines will serve as our handbook so we can safely operate in our respective sites. It is also in
accordance with the safety guidelines of the Inter-Agency Task Force (IATF)/DOH/OSH/ on Emerging
Infectious Disease COVID 19 for Construction Project sites and workers’ health safety and security.
DTI/DOLE Interim Guideline on Workplace Prevention and Control

I. Responsibilities of Managers,Supervisors and Safety Personnel

All managers, supervisors and safety personnel must be familiar with this Plan and be ready to answer
questions from employees.Managers, supervisors and safety personnel must set a good example by
following this Plan at all times. This involves practicing good personal hygiene and jobsite safety practices
to prevent the spread of the virus. Managers,supervisors and safey personnel must encourage this same
behavior from all employees.

II. Employees Responsibilties

All employees must play their part. As set forth below, the Company has instituted various housekeeping,
social distancing, and other best practices at our jobsites. All employees must follow these. In addition,
employees are expected to report to their managers, supervisors,safety officer or project nurse, if they are
experiencing signs or symptoms of COVID-19, as described below. If you have a specific question about
this Plan or COVID-19, please ask your manager,supervisor,safety officer or project nurse.

OSH and the DOH have provided the following control and preventative guidance for all workers,
regardless of exposure risk:
• Frequently wash your hands with soap and water for at least 20 seconds. When soap and running water are
unavailable, use an alcohol-based hand rub with at least 60% alcohol.
• Avoid touching your eyes, nose, or mouth with unwashed hands.
• Follow appropriate respiratory etiquette, which includes covering for coughs and sneezes.
• Avoid close contact with people who are sick ,In addition, employees must familiarize themselves with the
symptoms of COVID-19, which include the following:
• Coughing;
• Fever;
• Shortness of breath, difficulty breathing; and
• Early symptoms such as chills, body aches, sore throat, headache, diarrhea, nausea/vomiting, and runny
nose.
If you develop a fever and symptoms of respiratory illness, such as cough or shortness of breath, Do Not Go
To Work and call your supervisor right away. Likewise, if you come into close contact with someone
showing these symptoms, call your supervisor right away.

III Job Site Preventive Measures

Prior To Deployment
(A) -Only persons from 21 to 59 years of age, without pre-existing health conditions, such as, but not
limited to, immunodeficiency co morbidities, or other health risks, including any person who
resides with the aforementioned; and who did not come into contact with someone with COVID-19 shall
be allowed to be included in the workforce. [immunodeficiency meaning: failure of the immune system to protect the
body adequately from infection,due to absence of some components]

(B) -All returning workers are required to undergo step by step procedures before allowing them to enter the
Project Site
Step 1. All returning workers are required to wear face mask and fall in line,observe the social
distancing requirement while waiting for their turn to be scanned and disinfect along with their
personal belongings at the main entrance gate
[Safety and Project Site Personnel are responsible for monitoring and supervising the compliance to the procedure
stipulated in the guidelines ]
Step 2. In the thermal scanning and disinfection area, no staff or workers shall be allowed to enter the
Project site if they are detected with fever, cough or cold [This willbe required fo every instance of
re-etry].
Step 3. After passing the thermal scanning and disinfection area, worker will proceed to the designated
holding facility for the submission of a furnished Health Declaration Form and a Baranggay
Health Certification while waiting for the rapid antigen test and physical evaluation. [certificates
and form will be collected by safety personnel] See “ANNEX A” HEALTH DECLARATION FORM/WORKERS
DECLARATION LOG [for contact tracing]
Step 4. All personnel that will passed the Rapid Test and Medical/Physical evaluation will proceed to
the isolation barracks provided by the Company for the returning workers to undergo 5 day
quarantine, while individual who will not pass the rapid testing will immediately be isolated
while coordinating the immediate trasfer to medical/covid facilities for further medical
evaluation
Step 5. After the 5 day quarantine, all workers who have not shown any sign associated with covid 19
will be allowed to attend the mandatory Safety Re-Orientation.

(C) - For ease of monitoring,Identification card of all returning personnel will be mark by red tags and this
shoud be done during the re-orientation.
(D)- In compliance to the gudelines set by the government employees shall be housed inside their respective
quarters during the entire duration of the project
(D) -For effective implementation, Every site personnel should know this guidelines by heart, and should be
a model.
Mandatory PPE
1. Shirt with sleeves, for workers
2. Pants
3. Safety Shoes
4. Hard Hat
5. Face Mask (2pcs per worker)
6. Face shield and surgical gloves for all frontliners
[Employer will provide for their own workforce as stated in rule 1080 of OSH Standard]

Company shall also provide the following;


1. Hand soap / Sanitizer
2. Disinfectants
3. Additional wash areas within the contractors barracks (hand washing, shower, toilet and laundry)

During Operations

1. Only personnel who underwent and passed the pre-deployment procedure will be allowed to work
2. No Mask, No Work policy will be strictly implemented for the whole duration of the project
3. To limit the activity that require people to gather, but if it is necessay, social distancing is required
4. Daily monitoring of health condition of all workers is required and will be done during toolbox meeting
see “ANNEX C” Daily monitoring/Checklist Form
3. Observed symptoms of the Covid-19 among workers and site employees such as cough, fever, shortness of breath,
body ache, diarrhea and other flu-like symptoms shall be reported immediately [to the safety/medical personnel
officer-in-charge and the Project Manager or Project Officers]Daily monitoring record/fill-up
4. Sub-contractors and Trade-contactors are required to assign a safety officer for their own workforce, to ensure
proper implementation of social distancing measures, proper wearing of PPE's as well as the proper hygiene of
workers and the daily monitoring of health condition.
5. Proper information dissemination regarding COVID-19 construction protocols on top of existing construction
safety practices shall be conducted by safety officers to all personnel [during safety orientation and every toolbox].
6. A guard will be assigned to take the temperature of all people going inside the project. The Security Personnel
assigned should have separate logbook for temperatures taken. The body temperatures of the following will also be
taken before they can go to work.
a. Site personnel
b. Security personnel reporting for duty
c. Subcontractor workers
[Tradecons are encourage to do the same for their own workforce, that will be conducted by safety officer or any appointed
personnel of their company]
If temperature is 37.6 and above;
* Site Personnel, Workers and Security Personnel - Should be recorded in the logbook, shall be reported to the safety
department, Project Manager and will not be allowed to report for work.
* Other Individuals not mentioned above - Will be denied entry.
7. All workers should stay in their respective quarters for the duration of the project. Otherwise, Prior Deployment
procedures shall be required at every instance of re- entry.
8. Errands to be conducted outside the jobsite premises should be minimized. Number of personnel running errands
shall be limited.
9. A quarantine pass will be issued per contractor. Maximum of 2 workers will be indicated in the pass and should be
presented to the security personnel. For instances wherein more than 2 workers are needed to go out of the jobsite,
A Special quarantine pass should be secured from the site office, indicating the names and purpose of the workers
and signed by the authorized personnel and approved by the project manager. Security personnel will not allow
workers to go out without a pass.
10. Field offices, employees quarters, workers barracks, common areas, vehicles and equipments shall be regularly
disinfected.
11. Sharing of construction equipment will be allowed, but disinfection should be done before the next user can use
the equipment.
12. No unauthorized personnel is allowed at the workers barracks area at all times.
13. Only authorized personnel will be allowed inside the projects.

14. All personnel entering the site on a temporary basis shall be properly logged and checked for symptoms.
15. Meetings such as toolbox meetings shall be done in an open area wherein social distancing is observed.
16. Limited passengers shall be allowed in the elevators and lifts. Waiting line for people who will be using the
elevator/lifts shall not be less than 1 meter apart, markers should be placed as guide.
17. Proper waste disposal shall be observed, domestic waste disposal shall be done on a daily basis.
18. Break times shall be conducted in a staggered manner.
19. Gatherings, Liquors and or merrymaking are strictly prohibited inside the project.
20. All documents going to the head office should be placed in a plastic envelop.
21. Other things to remember while inside the project site.
a] Face masks shall not be used for 2 consecutive days. It should be washed every day.
b] Wash yourself or take a bath and change your clothes before going inside the quarters.
c] Mask is required at all times except inside the quarters
d] Shoes and PPE's should have a separate place outside the quarters
e] No spitting
f] No throwing of garbage anywhere except on designated areas
g] No loitering
h] No handshake
i] No physical games wherein social distancing will be compromised.
j] Clean your hands often. Use soap and water, or an alcohol-based hand rub.
k] Maintain a safe distance from anyone who is coughing or sneezing.
l] Don’t touch your eyes, nose or mouth.
m] Cover your nose and mouth with your bent elbow or a tissue when you cough or sneeze.
n] Stay home if you feel unwell.
o] If you have a fever, cough and difficulty breathing, seek medical attention. Call in advance.
p] Follow the directions of your local health authority.
22. All personnel that will conduct maintenance/repair on a weekly /monthly basis, need to present their
copy of rapid test result and must undergo thermal scanning and disinfection before to securing access
to the site

When you cough and you're not wearing a mask:

i. Use a tissue to cover your mouth and nose every single time you cough or sneeze. (Resort to coughing into your
elbow if a tissue is not available. [Never cough into your hands or open air.)
ii. Always turn your face away from people around you when coughing or sneezing.
iii. Place your used tissue immediately in the trash can.
iv. Wash your hands with soap and water or use an alcohol-based hand sanitizer that contains at least 60 to 95%
alcohol after you cough or sneeze.

The other following protective measures shall be instituted at all jobsites.

Before the resumption of work after the lifting of the ECQ, the following Site Preparations should be first
accomplished:
• Identify priority works that will resume and identify specific workers that will be allowed to return to site depending
on what activity can be resumed
• Ensure that workplace set-up is complete forsanitation, preparation of misting area for personnel as well as
vehicles coming in.
• Personnel and workers will be supplied with vitamins, particularly vitamin C, other over - the - counter medicines,
and oxygen tanks for emergencypurposes.
• Implementation of Barangay- style Quarantine and Forms/Passes
• Workers cannot go in and out ofthe Project Site without Forms/Passes See “ANNEX B” Accreditation
Construction Work Pass
• Only Management personnel and Staff with service vehicle will be allow to go home, but need to undergo strict
screening, sanitation of belongings, vehicle, and thermal scanning before being allowed to enter the site.
• Otherwise, expansion of barracks to provide areas that can be used as a temporary shelter for staff and workers
without service vehicle, to prevent them for commuting going in and out of work.
• Provide separate facilities ( barracks/accommodation and mess hall ) for incoming workers, for additional safety
measures in anticipation for asymptomatic person that will be entering the site, if possible.
• Employees or consultants who are 60 years of age or above may be part of the workforce for construction
projects as may be allowed under GCQ and ECQ guidelines under Omnibus Guidelines on the Implementation
of Community Quarantine in the Philippines dated 29 April 2020.
• All non-essential workers are prohibited from entering the jobsite.
• Social Distancing at Site Offices
1. Staff Work stations to be spaced so that staff will be at least two (2) meters apart from each other [if there is
sufficient space but if theres none, 1 meter distance will be applied]
2. Work stations that are displaced after applying the one-meter distancing rule are to be transferred into separate
rooms or conference rooms
3. No face to face meetings. Utilize virtual meetings as much as possible.
4. Please keep in mind when creating temporary barriers or workstations that you do not block or inhibit emergency
egress, corridors, aisles, or safe paths of travel. In addition, consider the flammable nature of materials so you
do not create a fire hazard.
• Avoid unnecessary entering of people into the offices. Documents shall behandled as follows:
1. Billings to be sent electronically/email
2. Booths for receiving and releasing documents will be placed outside the office.
3.Maintain minimum of one (1) meter distance in waiting lines.
4.Use tape on the ground to indicate “line starts here” concept and placing tape marker at 1-meter intervals.
• Leave documents for 24 hrs in holding area.
• The disinfected document from site office will be wrapped with plastic prior to sending to the Operations Office and
the same manner will be done for the documentsthat will be sent to Head Office thru courier.
• The Security Team shall strictly log all people entering and exiting the workplace, for easier contact tracing in the
event of an outbreak
• Additional Shower Areas and Wash Areas are to be provided for cleaning and disinfecting, to be used by all
workers for maintaining their proper hygiene and the sanitation of PPEs.
• To prevent from accumulating waste materials (both construction and ), disposal will be implemented on a daily
basis to keep the garbage stockpile to a very minimum.
• Canteen System Improvements
1. Packed Lunch - distribution to designated representatives only, to avoid crowding of the canteen areas
2. Designate different eating areas other than the canteen area,to spread out the workers during lunch break
3. Breaks should be staggered to limit the number of people inproximitywith each other.
4. Individuals are expected to clean up their own areas after eating with disinfectants
• Divide the construction sites into zones or other methods to keep different workers physically separated.
• Workers’barracks should haveat least 6 feet or 2 meters of physical distance from each occupant and/or a physical
barrier
• Ensure to have at least 1 meters distance between site personnel.
• Hold necessary site meetings in open spaces or outside.
• Always plan ahead before workers’deployment to guarantee proper distancing
• If possible, establish one-way staircases and walkways to minimize worker’s contacts.
• To assign a marshal/representative on every stair landing to enforce strict distancing.
• Workers at areas 5th floor and below need not take any man-lift
• Those working at 6th level and up will be allowed to use the construction or building elevator.
• Limit the number of people operation or occupying elevators/construction lifts.
1. Increase the distance in waiting lines. Using Tape on the ground to indicate “line starts here” concept and
placing tape marker at 1-meter intervals.
2. Maximum number of only 5 persons at a time only in riding any construction lift or elevator
• Split/alternating shifts are encouraged to avoid extensive intermingling.If possible,time reporting of staff
will be divided into two shifts to avoid overcrowding
• A proper waste and disposal area must be provided, including a proper disposal area for contaminated products.
• The site supervisors and safety officers are expected to conduct daily audits, and safety reports
are to be submitted to management in order to make sure that the appropriate measures are implemented and
followed. [Tadecontractors are required to do the same for their own workforce]

Proper Communication andAwareness

• Active communication and information dissemination between the site staff,safety officers, site supervisors, and all
contractors are advised in planning and implementing the protocols.
• All languages and dialects shouldbe accounted for to ensure proper communication
• Safety Personnel will deploy an over abundance of signages, directional arrows,temporary bollards for workers
mobility and walking directions
• Daily updates on the latest developments on theCOVID-19 crisis
• Checklist of symptoms of COVID-19 for awareness and self-monitoring
• All workers should exercise the practices for reducing the risk of transmission, and proper hygiene as identified by
the DOH:
1. Social distancing (at least 2 meters distance from next person)
2. Proper hand washing (or use alcohol-based hand sanitizer when unavailable)
3. Avoid contact with own eyes, nose, and mouth
4. Coveringofmouthwithtissueorarm(iftissue isunavailable)whensneezingorcoughing
5. Use and remove PPE withcare
6. Do notshare personal belongingssuch as phones, pens, PPEs
7. Avoid physical greetings (e.g. handshakes, hugs)
• All workers’status on-site and off-site, are properly noted at all times by the safety officers.
• Fit to work
• Sick
• High temperature
• Other conditions
• Quarantined workers should also be kept track of under strict confidentiality and privacy.

Deliveries
• All equipment and material deliveries must be carefully planned and monitored.
• Delivery zones are identified and limited to select personnel,i.e.receivers and deliverers.
• As much as possible, cargo is unloaded only by the receivers, while the deliverers do not leave their vehicles.
• Paper works are to be processed by the receiving contractors
• Suppliers are to send in advance the scanned copy of DR and SI for reference on the actual material delivery
inspection.
• Holding period of 24 hours before the materials be unpacked and confirmed after due inspection is made.
• All cargo should undergo proper disinfection procedures before use. Likewise, involved staff should also properly
disinfect before entering the jobsite.
• Disinfection of whole truck (showertype) and sanitize tires of delivery vehicles

General Safety Policies and Rules

• Any employee showing symptoms of COVID-19 while inside the project site will be subjected for
immediate isolation and series of medical evaluation,
• Safety meetings will be by telephone and or to be done virtually thru smart phones if possible. If safety
meetings are conducted in-person, it must be done in an open space. Attendance will be collected verbally
and the foreman/superintendent will sign-in each attendee. Attendance will not be tracked through passed
around sign-in sheets or mobile devices. During any in-person safety meetings, avoid gathering in
groups of more than 10 people and participants must remain at least six (6) feet apart.
• Employees must avoid physical contact with others and shall direct others (co- workers/contractors/visitors)
to increase personal space to at least six (6) feet, where possible. Where work trailers are used, only
necessary employees should enter the trailers and all employees should maintain social distancing while
inside the trailers.
• All in-person meetings will be limited. To the extent possible, meetings will be conducted via cellular
phones thru online app meetings such as Zoom or Google Meet.
• We also understand that due to the nature of our work, access to running water for hand washing may be
impracticable. In these situations, the Company will provide, if available, alcohol-based hand sanitizers
and/or wipes for their own workers.
• Employees should limit the use of co-workers’ tools and equipment. To the extent tools must be shared,
the Company will provide alcohol-based wipes to clean tools before and after use. When cleaning tools and
equipment, consult manufacturing recommendations for proper cleaning techniques and restrictions.
• Employees are encouraged to limit the need for N95 respirator use, by using engineering and work practice
controls to minimize dust. Such controls include the use of water delivery and dust collection systems, as
well as limiting exposure time.
• The Project In Charge will divide crews/staff into two (2) groups where possible so that projects can
continue working effectively in the event that one of the divided teams is required to quarantine. Isolation
areas/rooms will be provided.
• As part of the division of crews/staff, the management will divide employees into dedicated shifts, at
which point employees will remain with their dedicated shifts for the reminder of the project. If there is a
legitimate reason for an employee to change shifts, the Company will have sole discretion in making
thatalteration.
• Employees are encouraged to minimize ride-sharing. While in vehicles, employees must ensure adequate
ventilation and strictly follow the social distancing.
• Heavy equipment, trucks or other vehicles should be disinfect every each use,
• In lieu of using a common source of drinking water, such as a cooler, employees should use individual
water bottles.

Job Site Visitors

• The number of visitors to the job site, including the trailer or office, will be limited to only those necessary
for the work.
• All visitors will be screened in advance of arriving on the job site. If the visitor answers “yes” to any of the
following questions, he/she should not be permitted to access the jobsite:
1. Have you been confirmed positive for COVID-19?
2. Are you currently experiencing, or recently experienced, any acute respiratory illness symptoms such as
fever, cough, or shortness of breath?
3. Have you been in close contact with any persons who has been confirmed positive for COVID-19?
4. Have you been in close contact with any persons who have traveled and are also exhibiting acute
respiratory illness symptoms?
• Site deliveries will be permitted but should be properly coordinated in line with the employer’s minimal
contact and cleaning protocols. Delivery personnel should remain in their vehicles if at all possible.

D. Personal Protective Equipment and Work Practice Controls

• In addition to regular PPE for workers engaged in various tasks (fall protection, hard hats, hearing
protection), w e will require site personnel to wear the following additional safeguards within the job
site premises:
• Face Masks (disposable or reusable are both allowed)
• Gloves: Gloves should be worn at all times while on-site. The type of glove worn should be appropriate to
the task. If gloves are not typically required for the task, then any type of glove is acceptable,
including latex gloves. Employees should avoid sharing gloves.
• Eye protection: Eye protection should be worn at all times while on-site. The following Work Practice
Controls should be followed:
Keep dust down by using engineering and work practice controls, specifically through the use of water
delivery and dust collection systems. Limit exposure time to the extent practicable. Isolate workers in dusty
operations by using a containment structure or distance to limit dust exposure to those employees who are
conducting the tasks, thereby protecting nonessential workers and bystanders.
• Institute a rigorous housekeeping program to reduce dust levels on the jobsite.
Construction Site Cleaning

• All offices and jobsites should disinfect the following at least twice per day:
1. Door handles
2. Railings
3. Ladders
4. Switches
5. Controls
6. Shared equipment
7.Common and eating areas
8. Personal work stations
• Suggested additional sanitary measures to be implemented/installed on site but are not limited to the following:
• Water stations
• Proper hand- washing areas and hand washing protocol
• Alcohol-based hand sanitizer stations
• Disinfectant wiping products
• Jobsite trailers and break/lunchroom areas will be cleaned at least once per day. Employees performing
cleaning will be issued proper personal protective equipment (“PPE”), such as latex, or vinyl gloves
and gowns, as recommended by the DOH.
• Trash must be collected regulary trashbin plastic must be changed frequently by someone wearing latex, or
vinyl gloves.
• Any portable jobsite toilets should be cleaned at least 4 times per week and disinfected on the inside.
Sanitizer dispensers are always filled. Frequently touched items (i.e. door pulls and toilet seats) will be
disinfected frequently.
• Vehicles and equipment/tools should be cleaned at least once per day and before change in operator or
rider.
• OSH has indicated that a reliable report that an employee has tested positive for COVID-19 does not
typically require an employer to perform special cleaning or decontamination of work environments,
unless those environments are visibly contaminated with blood or other bodily fluids.

Notwithstanding this, will clean those areas of the jobsite that a confirmed-positive individual may have
contacted and it will do so before employees can access that work space again.
• Schedule twice a month disinfection of site proper especially staff houses, barracks, utilities and offices by
a third-party professional.
• Ensure that any disinfection shall be conducted using one of the following:
1. Alcohol solution with at least 60% alcohol; or
2. Diluted household bleach solutions (if appropriate for the surface)

Jobsite Exposure Situations

• Employee Exhibits COVID-19 Symptoms

If an employee exhibits COVID-19 symptoms,[At home] the employee must remain at home until he or she
is symptom free for 72 hours (3 full days) without the use of fever-reducing or other symptom altering
medicines (e.g., cough suppressants). Similarly we will require an employee who reports to work with
symptoms to return home until he or she is symptom free for 72 hours (3 full days). To the extent practical,
employees are required to obtain a doctor’s note clearing them to return to work.

• Employee Tests Positive for COVID-19

An employee who tests positive for COVID-19 will be directed to self-quarantine away from work
Employees that test positive and are symptom free may return to work when at least seven (7) days have
passed since the date of his or her first positive test, and have not had a subsequent illness. Employees who
test positive and are directed to care for themselves at home may return to work when:
(1) at least 72 hours (3 full days) have passed since recovery; and
(2) at least seven (7) days have passed since symptoms first appeared.
Employees who test positive and have been hospitalized may return to work when directed to do so by their
medical care providers. The Company will require an employee to provide documentation clearing his or her
return to work.

• Employee Has Close Contact with an Individual Who Has Tested Positive for COVID-19

Employees who have come into close contact with an individual who has tested positive for COVID-19
(co-worker or otherwise) will be directed to self-quarantine for 14 days from the last date of close contact
with that individual. Close contact is defined as six (6) feet for a prolonged period of time.
If an employee has tested positive, the employer will conduct an investigation to determine co-workers who
may have had close contact with the confirmed positive employee in the prior 14 days and direct those
individuals who have had close contact with the confirmed-positive employee to self-quarantine for 14 days
from the last date of close contact with that employee. If applicable, the Contractor will also notify any
sub-contractors, vendors/suppliers or visitors who may have had close contact with the confirmed-positive
employee. If an employee learns that he or she has come into close contact with a confirmed-positive

COVID-19 Checklist for Employers and Employees Know the Symptoms of COVID-19

• Coughing, fever, shortness of breath, and difficulty breathing.

runny nose. If you develop a fever and symptoms of respiratory illness, and youre at home, Do Not Go To
Work and call your supervisor immediately. Do the same thing if you come into close contact with
someone showing these symptoms.

Employer Responsibilities

• Develop a COVID-19 Exposure Safety & Action Plan.


• Conduct safety meetings (toolbox talks) by phone if possible. If not, instruct employees to maintain 6-feet
between each other. The foreman/supervisor will track attendance verbally rather than having employees
sign an attendance sheet.
• Access to the job site and work trailer will be limited to only those necessary for the work.
• All visitors will be pre-screened to ensure they are not exhibiting symptoms.
• Employees, contractors, and visitors will be asked to leave the jobsite and return home if they are showing
symptoms.[ if possible]
• Provide hand sanitizer and maintain Safety Data Sheets of all disinfectants used on site.
• Provide protective equipment (PPE) to any employees assigned cleaning/disinfecting tasks.
• Provide adequate space to be utilized as a Quarantine Area separately for Employee and Documents.
• Provide Foot Wash with Disinfectant solution on all Ingress

How is COVID-19 Spread?

The novel coronavirus, COVID-19 is one of seven types of known human coronaviruses. COVID-19, like
the MERS and SARS coronaviruses, likely evolved from a virus previously found in animals. The remaining
known coronaviruses cause a significant percentage of colds in adults and children, and these are not a
serious threat for otherwise healthy adults. Patients with confirmed COVID-19 infection have reportedly had
mild to severe respiratory illness with symptoms such as fever, cough, and shortness of breath.
According to the U.S. Department of Health and Human Services/Centers for Disease Control and
Prevention (“CDC”), Chinese authorities identified an outbreak caused by a novel—or new—coronavirus.
The virus can cause mild to severe respiratory illness. The outbreak began in Wuhan, Hubei Province, China,
and has spread to a growing number of other countries—including the United States.

How is COVID-19 Spread?

COVID-19, like other viruses, can spread between people. Infected people can spread COVID-19 through
their respiratory secretions, especially when they cough or sneeze. According to the CDC, spread from
person-to-person is most likely among close contacts (about 6 feet). Person-to-person spread is thought to
occur mainly via respiratory droplets produced when an infected person coughs or sneezes, like influenza
and other respiratory pathogens. These droplets can land in the mouths or noses of people who are nearby or
possibly be inhaled into the lungs. It is currently unclear if a person can get COVID-19 by touching a
surface or object that has the virus on it and then touching their own mouth, nose, or possibly their
eyes. In assessing potential hazards, employers should consider whether their workers
may encounter someone infected with COVID-19 in the course of their duties. Employers should also
determine if workers could be exposed to environments (e.g., worksites) or materials (e.g., laboratory
samples, waste) contaminated with the virus.
Depending on the work setting, employers may also rely on identification of sick individuals who have signs,
symptoms, and/or a history of travel to COVID-19- affected areas that indicate potential infection with the
virus, in order to help identify exposure risks for workers and implement appropriate control measures.
There is much more to learn about the transmissibility, severity, and other features associated with
COVID-19, and investigations are ongoing.

COVID-19 Prevention and Work Practice Controls: Worker Responsibilities

• Frequently wash your hands with soap and water for at least 20 seconds. When soap and running water are
unavailable, use an alcohol-based hand rub with at least 60% alcohol. Always wash hands that are visibly
soiled.
• Cover your mouth and nose with a tissue when you cough or sneeze or use the inside of your elbow.
• Avoid touching your eyes, nose, or mouth with unwashed hands.
• Avoid close contact with people who are sick.
• Employees who have symptoms (i.e., fever, cough, or shortness of breath) should notify their supervisor
and stay home—DO NOT GO TO WORK.
• Sick employees should follow DOH-recommended steps. Employees should not return to work until the
criteria to discontinue home isolation are met, in consultation with healthcare providers and state and
local health departments.

General Job Site / Office Practices

• Clean and disinfect frequently touched objects and surfaces such as workstations, keyboards, telephones,
handrails, and doorknobs. Dirty surfaces can be cleaned with soap and water prior to disinfection. To
disinfect, use products that meet EPA’s criteria, the cause of COVID-19, and are appropriate for the
surface.
• Avoid using other employees’ phones, desks, offices, or other work tools and equipment, when possible. If
necessary, clean and disinfect them before and after use.
• Clean and disinfect frequently used tools and equipment on a regular basis.
1. This includes other elements of the jobsite where possible.
2. Employees should regularly do the same in their assigned work areas.
• Clean shared spaces such as trailers and break/lunchrooms at least once per day
.• Disinfect shared surfaces (door handles, machinery controls, etc.) on a regular basis.
• Avoid sharing tools with co-workers if it can be avoided. If not, disinfect before and after each use.
• Arrange for any portable job site toilets to be cleaned by the leasing company at least twice per week and
disinfected on the inside.
• Any trash collected from the jobsite must be changed frequently by someone wearing gloves.

Other Measures

• All contractors should strengthen and expand their Medical Staff, and create a plan to reach the minimum
level of standards to protect the health of the workers in the construction site. Likewise, they will shoulder
the additional costs for the implementation ofthese standards.
• Before any activity is resumed, all hazards, due to the halting of work, must be reviewed and controlled.
• Workers involved should have proper understanding of the operations and environment condition checking
• If possible, avoid mass gatherings and use telecommunication to accommodate meetings.
