Checklist of Safe Management Measures Required at the Workplace for Resumption of Business Activities

A. Take care of your workers

1. From 1 January 2022, ensure that no more than 50% of employees who are able to work from (See S/N 2 - 4.)

A grace period until 31 January 2022 will be granted for partially vaccinated workers (i.e. those
who have taken at least 1 dose of vaccine but not yet fully vaccinated) to complete their
vaccination regime. During this grace period, they will continue to be able to enter the workplace
with a negative PET result.

These Workforce Vaccination Measures apply to both employees and self-employed persons.

3. Stagger working and break hours to reduce possible congregation of employees at all common
spaces.1

Timings of lunch and other breaks must also be staggered.

If working and break hours cannot be staggered due to operational reasons, other systems must
be implemented to reduce congregation of employees at common spaces.

4. No cross-deployment/interaction between employees in different worksites.2

5. Work-related events8 with up to 50 participants are subject to the following requirements:9


a. Attendees must maintain at least 1 metre safe distance between one another.
b. Meals should not be the main feature of the event, i.e. they should only be served if
incidental to the workplace event. The food must be served individually with the

participants seated while consuming. Participants should minimise the time that they are
unmasked while eating.
c. Work-related events held at third-party venues will also be subject to any additional
premises owners’ safe management policies.

6. From 3 January 2022, work-related events with 51-1000 participants are permitted, subject to
the following requirements:
a. The event organiser must notify the authorities at least 5 days before the event
(https://go.gov.sg/submit-wre-mice).
b. Attendees must maintain at least 1 metre safe distance between one another. Attendees
must be in zones of up to 100 persons per zone, with 2 metres between zones.
c. There must be no mask-off activities during the event, such as the consumption of food
and beverage.
d. The event must be static, with participants predominantly seated or standing in a fixed
position (e.g. meetings, conferences, award ceremonies).
e. All attendees must be subject to Vaccination-Differentiated Safe Management Measures
(VDS), i.e. every attendee must be fully vaccinated, recovered from COVID-19 within the
past 180 days, or medically ineligible for vaccines under the National Vaccination
Programme.
f. Non-compliance with these Safe Management Measures, including the failure to notify,
will be met with firm action.

7. Disallow social gatherings at the workplace. Employees should have their meal breaks at the Show signs and instructions at common spaces in

8. Require all onsite personnel, including employees, visitors and vendors, to wear masks and other
necessary personal protective equipment at all times, except during activities that require masks
to be removed (e.g. mealtimes, consuming medication).

B. Take care of the workplace


9. Use TraceTogether-only SafeEntry to log the entry of all personnel (including employees and
visitors) entering the workplace.
10. Require all employees to keep a clear physical spacing of at least 1 metre between persons at all Show how safe distancing is carried out at

workplace, such as entrances, reception areas, security booths and lift lobbies.
c. Disinfecting agents (e.g. disinfectant sprays, paper towels and wipes) at meeting rooms and
other common spaces such as pantries or canteens.

14. Increase ventilation where possible, in accordance with advisories by NEA or BCA. Employers can
increase the mechanical airflow, open windows or doors to facilitate higher exchange of air.

C. What to do when workers are infected with COVID-19

15. If a worker tests positive for COVID-19 through ART, facilitate their next steps via the Health
Protocols (Protocol 1 or 2).

16. If you are informed of a positive test result for your worker, you are encouraged to take the
following steps to reduce risk of workplace transmission:
a. Establish if the colleagues had interacted with the infected worker recently (e.g. meals
together with colleagues).
b. Conduct ART on colleagues who had interacted with the infected worker and follow Health
Protocols. There is no need to send them home if they are tested negative.
c. Clean the area where the infected worker was working in accordance with NEA’s advisory.
There is no longer a need to conduct deep cleaning of the premise.
d. Review the implementation of Safe Management Measures.

D. Implement a system of Safe Management Measures at workplaces


17. Establish and implement a system of Safe Management Measures to provide a safe working
environment and minimise risks of further outbreaks.

Implement these measures in a sustainable manner, for as long as necessary.

18. Appoint Safe Management Officers (“SMO”) to assist in the implementation and coordination of List, duties and detailed tasks of SMOs.

The duties of the SMO will include the following: corrective actions.
a. To coordinate implementation of Safe Management Measures, which includes identifying
relevant risks, recommending and assisting in implementing measures to mitigate the risks,
and communicating the measures to all personnel working in the workplace.
b. To conduct inspections and checks to ensure compliance at all times and to report and
document any non-compliance found during the inspections.
c. To take immediate action to remedy any non-compliance found during the inspections and
checks.
d. To keep records of inspections and checks conducted and corrective actions taken. The
records shall be made available upon request by a Government inspector.
