1. INTRODUCTION
1.1 General
PT Pertamina Gas (Pertagas) plan to deliver gas from Senipah KP7.2 (tap off from 42”
pipeline) that is operated by PertaminaHulu Mahakam to PT PERTAMINA (Persero)
Refinery Unit (RU V) Balikpapan, East Kalimantan, to fulfill the gas demand at Refinery
Unit (RU V) Balikpapan as part of the RDMP program.
The Onshore Pipeline Senipah – RU V Balikpapan scope will comprise of development
of mini facility in Senipah and RU V Balikpapan area consist of gas metering, pigging
facilities, utilities and an onshore gas pipeline

2. OBJECTIVE
This document defines the requirements to engineering design, the specifications and
associated documentation applicable to the engineering, fabrication, procurement,
supply and delivery of the Diesel Oil Storage Tank.
3. DEFINITIONS
COMPANY PT. PERTAMINA GAS (PERTAGAS), the ultimate end user
and owner.
CONSULTANT The party selected by PERTAGAS to perform the FEED 2
(Front End Engineering Design 2) specified by PERTAGAS.
CONTRACTOR The party that carries out all or part of the detailed design,
engineering, procurement, construction, installation and
commissioning.
VENDOR The party, which manufactures and / or supplies the equipment
and services to perform the duties specified by the
CONTRACTOR.
MANUFACTURER Party which manufactures equipment/materials specified and
ordered by CONTRACTOR.

6. SCOPE OF WORK & SUPPLY
Design, procurements, fabrication, fully tested as required in specifications and
datasheet reference in this requisition.
6.1 Scope of Supply
All materials required but not limited to below, shall be in the scope of VENDOR :
 Plates (shell, top, and bottom).
 Nozzles .
 Lifting lugs.
 Davit / hinge support for manhole.
 Support / stiffener (internal and external), if required.
 Bolts & Nuts (internal and external).
 Gaskets.
 Earting Lugs.
 Name plate & bracket.
 Surface preparation / painting.
 Temporary skid and wooden box for transportation.

 Spare parts for pre commissioning, commissioning and start-up as minimum :


1. Gasket = 1 pcs per size / type.
2. Bolt & Nut = 10% of installed quantity per size / type.
 Spare parts for 2 (two) years operation (shall be separately quoted).
 Others (as per spec. & datasheet).
6.2 Scope of Work
The Supplier’s scope of work and responsibility shall also include but not limited to the
following:
 Mechanical strength calculations.
 Detail design including GA & Details drawing.
 Bill of quantity & material specification.
 Fabrication / manufacturing.
 Procurement for all materials (as per above subject).
 Preparation of fabrication drawings, ITP, WPS, PQR.
 Inspection and testing as per related project specification.
 Fabrication / Manufacture assembly.
 Post Weld Heat Treatment (If any).
 Welding procedure qualification test.
 Welding performance qualification test.
 Mechanical / fabrication guarantee.
 MIGAS / ASME Certification (If required).
 Coating and painting as per project specification .
 Preparation and packing for shipment (sea worthy packing for transportation).
 Cleaning, pickling / passivation for high alloy steel (If any).
 Supervision for installation (If required).
 Material certificate.
 Exception list (If any).
 Final documentation.
VENDOR shall also refer to other documents in Section 14 “APPLICABLE
DOCUMENTS”. Deviations listed elsewhere will not be considered, and it shall be
assumed that the VENDOR’s offer is in full compliance with all applicable documents.

7. INSPECTION AND TESTING


PURCHASER as well as COMPANY and/or his agents shall be entitled to carry out a
total or partial inspection of materials and equipment during manufacturing phase as well
as final inspection of them. The VENDOR will aid the inspector with the reasonably
necessary appliances to verify that the equipment and its components are in full
compliance with the contractual documents. In case inconsistencies exist between the
contractual documents, the most restrictive requirement will apply.
All costs derived from the required inspections and tests shall be also at VENDOR’s
cost.
8. DOCUMENTATION
8.1 General
a) All documents and drawings shall state the name of plant owner, Work No., Item
No., and description of the equipment and/or material.
b) All documents and drawings shall be written in the following language:

8.2 Schedule
VENDOR shall submit his schedule of design, engineering, procurement, fabrication,
assembly, inspection & testing, pre-commissioning and packaging by means of a bar
chart or Critical Path Method (CPM) with his quotation.
8.3 Procedure of Documentation
a) All VENDOR’s documents and drawings, which will be submitted to PURCHASER,
shall be clearly identified as “FOR APPROVAL”, “FOR INFORMATION”, “FOR
CONSTRUCTION” or “AS-BUILT”. Submission time shall comply with the
VENDOR’s Documents Requirement Schedule.
b) VENDOR’s documents and drawings shall be submitted to PURCHASER within the
schedule mutually agreed at the Kick-off Meeting.
c) VENDOR shall check contents on each drawing to avoid errors or inconsistency
with ones on the other documents or drawings before issuing them.
d) For any revision made to the documents or drawing VENDOR shall send for
approval to PURCHASER Revision shall be high-lighted on the revised documents.
Notice:
PURCHASER’s approval shall in no way relieve VENDOR of his
responsibility under the Purchase order. PURCHASER has the right to
comment on the documents and drawings designated as “FOR
INFORMATION” and to be followed-up by VENDOR.

9. PREPARATION FOR SHIPMENT


a) All nozzle flanges shall be protected with a wood or metal cover, using rubber
gaskets and temporary bolts, to prevent damage during shipment. Minimum 3
(three) bolts shall be used.
b) All parts not installed on the equipments during shipment and spares shall be
boxed and tagged separately and dispatched in the same consignment.
c) Equipments shall be suitably preserved to maintain in good condition throughout
the phases of storage until ready to be operated.
d) The Item number shall be prominently painted on the outside.
e) The VENDOR shall be responsible for loading, anchoring and protecting during
transportation. Care should be taken when loading and unloading to ensure that
lifting hawsers, ropes, chains, etc do not damage any finish coated surface.
f) Galvanised wire, strip, bolts or other zinc elements shall not be used in association
with equipment either on a temporary or permanent basis when the equipment is
entirely or partly of stainless steel construction.
g) Tell-tale holes in reinforcement pads shall be plugged with water-proof sealant (if
req.).
10. QUALITY CONTROL PLAN
VENDOR should provide COMPANY with Fabrication/Manufacture Plan Schedule.
All equipment shall be manufactured, and inspected in accordance with a COMPANY
accepted quality plan(s) currently in place within the VENDOR system.
The VENDOR will be required to prepare and submit a detailed manufacturing, and
quality control plan for all process. The plan shall include each activity along with the
type of inspection or test for the activity. The procedure, acceptance criteria and quality
verification shall be included for each activity.
The COMPANY has the option to conduct an audit prior to the start of the manufacturing
process.
The quality plan shall include requirements for visual and dimensional requirements,
NDT inspection and hardness testing. The testing and inspection frequency along with
the acceptance or rejection criteria will be included in the quality plan.
All manufacturing, inspection, and testing related documentation such as material data
sheets, heat treat / stress relief charts, procedure qualification records, non-destructive
examination (NDE) records (x-ray, UT, MPI, etc.), inspection (dimensional, gauging, etc.)
and test reports, non-conformance reports, etc. shall be assembled into a Final
Data/Manufacturing Records Book for retention by both the VENDOR and the
COMPANY.

11. PROJECT MANAGEMENT AND ADMINISTRATION


VENDOR project management and administration activities shall include but not be
limited to the following:
a) Control, allocation and scheduling of all resources required to successfully execute
the Work.
b) Monitoring performance of the Work with respect to safety, quality and schedule
requirements.
c) Technical interface with third parties and Governmental Authorities as required.
d) Provision of timely responses to queries and requests for information from
COMPANY.
e) Regular progress reporting to COMPANY (frequency to be agreed).
f) A documented and fully implemented QMS in compliance with a recognized quality
standard such as ISO 9001:2008 or ISO 29001/API Q1.
g) Documented evidence to demonstrate the quality of the work performed.
h) Have a fully functional internal and external audit program in place to insure that
their processes and practices are effective and efficient. This shall include, but not
be limited to; verification of compliance with all quality requirements during the
execution of the work, VENDOR evaluation/qualification, and any trends that
develop that could negatively impact the quality of the process and/or product. The
COMPANY reserves the right to review any and all records associated with
VENDOR evaluations/qualifications and internal audit records.
i) Maintain a documented non-conformance and corrective action reporting and
resolution system.

12. COMPANY PERSONNEL / REPRESENTATIVES


12.1 Services to COMPANY
The VENDOR shall provide free of charge for COMPANY’s representative(s) and / or
nominated third party inspectors at each production location if necessary.
12.2 Third Party Certification
COMPANY will appoint Third Party Inspection Services Agencies for the project. The
VENDOR shall extend all co-operations and provide access to the Inspection personnel
during the course of equipment making work, testing and transportation.
VENDOR shall prepare drawings, calculations, specifications, and other documentation,
as required by the Certification Services Agencies. Documentation shall be prepared in
a timely manner so that the review time and comments by such agencies will not impact
the Contract Schedule. Sub-VENDOR shall allow sufficient time for calculation, drawing
and specification reviews by the agencies.
VENDOR shall provide assistance to the certification agencies personnel at the Site(s)
all necessary access, test data, test specimens, testing equipment, support services and
utilities and any other information and assistance such persons may require to allow
such personnel to perform their inspections, tests and witnessing.
13. GUARANTEE
The VENDOR shall guarantee the process (sizing/performance), mechanical design,
fabrication, material and workmanship. Unless specified to the contrary on the purchase
order, the guarantee period will terminate either 18 months after the date on which the
equipment is placed in service, or 24 months from the date of shipment, whichever is
sooner.
The VENDOR shall guarantee the stability of the material of construction for the duties
required, even if the CONTRACTOR/COMPANY has specified the type and grade of
material to be used. However, if the CONTRACTOR/COMPANY has so defined the
material, the VENDOR shall confirm the suitability of the selected material for the service
intended.
