Introduction
In the past, governments considered tariff as the only trade barriers to discuss, tariffs
have been substantially reduced unilaterally and in regional and multilateral
negotiations, but again, it was found that NTBs is a serious and dangerous obstacle to
the movement of goods and services regional and international trade. these barriers
including quotas, import deposits, licenses, SPS.
As a IGAD members we are the most vulnerable since the major exporting products
are livestock and agricultural products, because we produce same products mainly
meat, and agricultural produces, the importing country protect their domestic output
by imposing import barriers.

• The use of NTMs however to regulate trade has been increasing to adopt countries,
many NTMs have primary non-trade objectives such as the protection of public or the
environment. However, we are recommending the fallowing:
IGAD Treaty should have specific protocol for NTBs
In each member state should have National enquiry point to be responsible for
providing information about NTBs
National and regional National monitoring committee which will work together and
share the information related to barriers. the regional NTB will be responsible for
overseeing the regional implementation of the protocol.
Enhance the capacity of the staff and the traders to teach them the reporting
mechanism.
Initiating trade arrangement with Gulf countries and any other potential market.
