 Proposed System Architecture 4
 First level shall consist of primary sensors such as flow, pressure, temperature, level, vibration sensors, water quality
Analysers & power parameters. These field instruments will acquire plant information and will communicate the
information to the next level of information processing system via hard wired Ethernet & Modbus protocol

 Second level shall consist of PLC hardware-based control system. This system will be programmed to execute
functions like generating data from plant parameters. It will also cater local PLC Panels also like Chlorination plant,
Dosing system, RIO Panels of Filter Beds, Pump House etc. The data from first level system will be acquired by this
system

 Third level will communication, where communication will be stablished to next level of system i. e. In WTW Ring
network of FO/ Ethernet will be preferred. For Remote sites Ethernet/Modbus based Radio communication will be
adopted. For Locations to central monitoring Station Radio communication or GPRS (based on feasibility) based
reliable communication media based on telemetry system, may be adopted.

 Forth level will be web based SCADA system at Zone2 & Zone 3 with analytics for customizes reporting at new
WTW, which will have redundant Server, 2 OS, 3 WS & 1 ES , Video wall 4x2 ,UPS. And this data will be transferred
to Central Servers at Maseru. 3000 Tags will also be provisioned for Metolong WTW, & 3 nos other sites under
WASCO.

Functional Requirements of Monitoring & SCADA System

 To provide continuous real time data monitoring, recording and control from control
room of all Raw Water & Pure water pumping stations.

 Status of pumps (running / stopped) at raw / pure water pumps.

 To create & display mathematical model for water Balance flow and efficiency
computation for individual pump at each pumping station along with kWh/ ML
Benchmark for each pumping station.

 Monitoring of utilization of all major assets of the plant

 Monitoring of WTP parameters of flow, pressure, level, water pH, water turbidity,
residual chlorine etc. at each WTP location.

 Monitoring and control of parameters of flow, pressure, sump level and energy parameters like
kWh consumption, voltage, current, power factor etc. at each Water Treatment Plant & Pump
location.

 To provide alerts, in case of emergency, to the appropriate authorities to quickly initiate actions
for disaster management.

 Sending alarm SMS messages from central server at Maseru, Zone 2 & 3 to WASCO engineers
to connect them with the system on 24x7 basis.

 Storage of process data and generation of log reports, water & power audit reports.

 Status of the flow meters installed at various locations.

 Cyber security measures vulnerability, Identification, Threats & Mitigation aspects.
